Recchia <br />Treasurer <br />SUBJECT: Canadian Bond Rating Service Report on County of Essex <br />December 1993. <br />Y � <br />4 r f <br />Background <br />To facilitate the marketing of County of Essex debentures in connection with the capital <br />redevelopment of the Sun Parlor Home, and future debt in connection with County <br />based waste management facilities, the Canadian Bond Rating Service was engaged to <br />express an opinion on the credit value of County of Essex debt. <br />Discussion <br />On October S, 1993, representatives of the Canadian Bond Rating Service visited Essex <br />County. The purpose of the visit was to obtain first -hand information regarding the <br />political, administrative and financial stewardship of the County, to inspect several of <br />its physical assets, to observe residential and industrial development activity, to conduct <br />informal discussions regarding the strengths and weaknesses of the local economy, to <br />solicit political and administrative opinions regarding future challenges and <br />opportunities, and to examine the relative strength of the local municipalities. <br />In attendance were the following: <br />Tom Bain, Warden <br />Wilber Brett, Deputy Warden <br />John Curran, Administrator <br />Lee Recchia, Treasurer <br />Brian Gregg, Deputy Treasurer <br />Paul Bondy, Development Commission <br />lhor Kots, C.B.R.S. <br />Eugene Williams, C.B.R.S. <br />
