7. Gouncil Session will conmence with a Prayer; arJ finish with the <br />singing of O'Canada. <br /> <br />8. In case the Warden does not atter~ within thirty n~nutes a~ter the <br />time appointed, the Clerk shall call the members to order, ar~ if a quor~n <br />be present, a Presiding Officer shall be chosen, who shall preside during <br />the meeting or until the arrival of the Warden. <br /> <br />9. A quor~n mast in all cases be a majority of all the members of the <br />ODuncil, includir~ the Warden or Presiding Officer. <br /> <br />10. If there be no quorum present within one-half an hour after the time <br />appointed for the meeting, the Clerk shall take down the names of the <br />members then present, and the Oouncil shall stand adjourned until the next <br />day of meeting, subject to the provisions of section four ar~ five of this <br />by- law. <br /> <br />ILTIES OF PRESIDING OFFICER <br /> <br />11. It shall be the duty of the Head of fbuncil or other Presiding <br />Officer, <br /> <br />a) to open the meeting of the Oouncil by taking the chair ar~ calling <br /> the me~nbers to order, <br /> <br />b) to announce the business before the ODuncil in the order in which <br /> it is to be acted upon, <br /> <br />c) to receive ar~ suh~uit, in the proper nmnner, all motions presented <br /> by the members of Council, <br /> <br />to put to vote all questions which are regularly moved a~ <br />seconded, or necessarily arise in the course of proceedings, and <br />to announce the result, <br /> <br />e) to decline to put to vote m~tions which infringe the rules of <br /> procedure, <br /> <br />f) to restrain the members, within the rules of order, when engaged <br /> in debate, <br /> <br />g) to enforce on all occasions the cbservance of order and decor~n <br /> among the members, <br /> <br />h) <br /> <br />to call by name any member persisting J~ breach of the rules of <br />order of the Council, thereby orderir~ him to vacate the Council <br />fhamber s, <br /> <br />i) to receive all messages and other cc~munications and announce th~n <br /> to Council, <br /> <br />j) to authenticate, by his sig~ture when necessary, all by-laws, <br /> resolutions, ar~ minutes of the Oouncil, <br /> <br /> <br />
