7. Gouncil Session will conmence with a Prayer; arJ finish with the singing of O'Canada. 8. In case the Warden does not atter~ within thirty n~nutes a~ter the time appointed, the Clerk shall call the members to order, ar~ if a quor~n be present, a Presiding Officer shall be chosen, who shall preside during the meeting or until the arrival of the Warden. 9. A quor~n mast in all cases be a majority of all the members of the ODuncil, includir~ the Warden or Presiding Officer. 10. If there be no quorum present within one-half an hour after the time appointed for the meeting, the Clerk shall take down the names of the members then present, and the Oouncil shall stand adjourned until the next day of meeting, subject to the provisions of section four ar~ five of this by- law. ILTIES OF PRESIDING OFFICER 11. It shall be the duty of the Head of fbuncil or other Presiding Officer, a) to open the meeting of the Oouncil by taking the chair ar~ calling the me~nbers to order, b) to announce the business before the ODuncil in the order in which it is to be acted upon, c) to receive ar~ suh~uit, in the proper nmnner, all motions presented by the members of Council, to put to vote all questions which are regularly moved a~ seconded, or necessarily arise in the course of proceedings, and to announce the result, e) to decline to put to vote m~tions which infringe the rules of procedure, f) to restrain the members, within the rules of order, when engaged in debate, g) to enforce on all occasions the cbservance of order and decor~n among the members, h) to call by name any member persisting J~ breach of the rules of order of the Council, thereby orderir~ him to vacate the Council fhamber s, i) to receive all messages and other cc~munications and announce th~n to Council, j) to authenticate, by his sig~ture when necessary, all by-laws, resolutions, ar~ minutes of the Oouncil,
