jl <br />n� <br />-2- <br />By -law (cont 'd)# 2037 <br />or orders given for goods in any department without the <br />proper requisition and written order from the Administrator <br />or someone designated by him for such purpose. <br />(j) To submit all accounts, with exceptions <br />as may be made from time to time by the Standing Policies <br />of the County of Essex, for approval by County Council. <br />(k) To be a member of the Negotiating Com- <br />mittee in any Collective Bargaining Procedure with all <br />County employees under each Collective Agreement. To <br />administer all approved Collective Agreements and in general <br />to be responsible for wage and salary administration subject <br />to normal grievance procedures. <br />(1) Upon consulting with the appropriate <br />Department Heads, to have full control and direction of <br />all County employees except such officials as are appointed <br />under statute in respect to his statutory duties and respon- <br />siblities. <br />(m) (1) To have authority to recommend to <br />County Council the appointment, employment, suspension, or <br />dismissal of Department Heads. <br />(2) Upon consulting with the appro- <br />priate Department Heads, to have the authority to appoint, <br />employ, suspend or dismiss employees, covered by Collective <br />Bargaining Agreements, subject to their right of appeal to <br />County Council in respect to any suspension or dismissal. <br />(3) Upon consulting with the appropriate <br />Department Heads, to have authority to appoint and employ <br />all other employees of the County in accordance with proce- <br />dures laid down in Collective Bargaining Agreements and <br />to dismiss or suspend such employees for cause, subsequent <br />to which the grievance procedures laid down in Collective <br />Bargaining Agreements, shall apply. <br />(n) Without limiting the foregoing, to <br />perform the duties and exercise the powers which, from time <br />to time may lawfully be assigned to or vested in him by <br />County Council. <br />(o) To meet with Department Heads collect- <br />ively when the Administrator may deem it necessary, to <br />discuss matters of policy which may have been agreed upon <br />by the County Coiuncil, and to co- ordinate all departmental <br />activities. <br />He shall have the right: <br />(1) to make recommendations to County <br />Council with respect to the administration of any Depart- <br />ment; and <br />(2) to obtain from any Department Head such <br />reports and information with respect to any aspect of such <br />department activities as he may consider advisable for the <br />purpose of obtaining the best possible administration. <br />(3) at his request, to receive monthly <br />reports of activities of all departments and consolidate <br />same for transmission to County Council. <br />4 t ,,,;.- (p) To attend all County Council meetings <br />` and Special Purpose Committee meetings with the right, <br />with the consent of the chair, to speak but not to vote <br />thereat. <br />(q) To study and appz�Sye of all matters <br />of business, before being put on the agenda of all Council <br />
