0 <br />THE CORPORATION OF THE COUNTY OF ESSEX <br />BY -LAW NUMBER 2037 <br />A BY -LAW TO APPOINT AN ADMINISTRATOR OF THE <br />COUNTY OF ESSEX AND TO DEFINE HIS DUTIES. <br />WHEREAS Section 214 of The Municipal Act <br />R. S. O. 1970 amendments thereto provide for a Chief Admin- <br />istrative Officer; <br />AND WHEREAS The Municipal Act provides that <br />a County may pass by -laws for appointing such officers and <br />servants as may be necessary for the purposes of the Corp- <br />oration, or for carrying into effect the provisions of any <br />Act of the Legislature or By -law of the Council, and for <br />fixing the remuneration and prescribing the duties thereof, <br />and the security to be given for the performance of them; <br />AND WHEREAS Council of the County of Essex <br />deems it desirable to appoint a County Administrator, and <br />to prescribe his duties; <br />NOW THEREFORE THE COUNCIL OF THE CORPORATION <br />OF THE COUNTY OF ESSEX ENACTS AS FOLLOWS: <br />1. That Rene A. Van den Brande be and he <br />is hereby appointed Administrator of the County of Essex, <br />and he is hereinafter referred to as the "Administrator ". <br />2. That the duties and responsibilities <br />in respect of the position of County Administrator shall <br />be as follows: <br />(a) The Administrator shall be the Chief <br />Administrative Officer of the County of Essex, responsible <br />only to the Council thereof, and shall exercise a general <br />supervision over all departments. <br />(b) To interpret and follow through all <br />decisions from County Council for the purpose of assuring <br />that the policies determined by Council are properly imple- <br />mented. <br />(c) To administer the business affairs of <br />the County in accordance with the policies and plans approved <br />and established by County Council. <br />(d) To co- ordinate and direct the prepara- <br />tion of plans and programs to be submitted to County Council <br />for the development and approvement of County services, <br />property and facilities. <br />(e) To co- ordinate, direct, and broadly <br />supervise the implementation of all programs approved by <br />County Council. <br />(£) To compile, consider and present to <br />County Council, recommendations arising from departmental <br />operations which require County Council's approval, and <br />to propose legislation or resolutions arising from such <br />recommendations. <br />(g) To direct the preparation and compila- <br />tion of and to present to County Council the annual estimates <br />of revenues and expenditures. <br />(h) To exercise general financial control <br />over all departments of the County of Essex in terms of <br />approved appropriations. <br />(i) To have control of all County purchas- <br />ing with authority to enter into contracts involving expendi- <br />tures as may be determined from time to time by the Standing <br />Policies of the County of Essex; and no purchases to be made <br />
