<br />Minutes of a Public Meeting to consider a proposed Temporary Use By-Law held <br />Monday, March 26,2001 at 6:30 p.m. in the Council Chambers. <br /> <br />Present: Deputy-Mayor Robert Pillon <br />Councillor Mickey Bezaire <br />Councillor Rosa White <br />Councillor Anthony Leardi <br />Councillor Frank Gorham <br /> <br />Also present: Dave Mailloux <br />Lory Bratt <br /> <br />A list of those members ofthe public in attendance is attached hereto and forms part <br />of these minutes. <br /> <br />Deputy-Mayor Pillon opened the meeting and welcomed all those in attendance. He <br />explained the purpose of the meeting was to consider a proposed Temporary Use By- <br />Law. The Deputy-Mayor then asked the Planning Coordinator to summarize the <br />proposal. <br /> <br />The municipality is in receipt of an application for Temporary Use By-Law for <br />property described as Lots 299 to 301, Plan 736 - 134 Elmstead Lane. The purpose <br />of the proposed by-law is to permit a mobile home as a Temporary Use on the subject <br />property. The proposed use will be for a maximum period of six (6) months from the <br />effective date of the proposed by-law. This by-law will allow the applicants to reside <br />on the site while reconstructing their dwelling which was destroyed by fire. The <br />subject property is designated Lakeshore Residential in the Official Plan. <br /> <br />The following written comments were received from the various agencies circulated: <br />(1) Letter dated March 8, 2001 from the Windsor-Essex County Health Unit. <br />(2) Petition of support dated February 17, 2001 from neighbours of 134 <br />Elmstead. <br />(3) Letter dated March 9, 2001 from the Essex Region Conservation Authority. <br /> <br />Due to the extreme circumstances surrounding this situation and the time frame <br />proposed we feel it is an appropriate planning request and will not detrimentally <br />affect the surrounding properties. For these same reasons we would also suggest that <br />Council consider the passing of the by-law which has been prepared and placed on <br />the regular agenda following the public meeting. This is not normal procedure and <br />we make this suggestion only for the purpose of expediting the process for the <br />applicants due to timing being a critical factor for them at this time. <br /> <br />The applicants confirmed for Council members that 6 months would be an <br />appropriate time to complete the reconstruction. <br /> <br />Moved by A. Gorham <br /> <br />That Council concur with the recommendation to consider the passing of a <br />Temporary Use By-Law for the placement of a mobile home on Lots 299 to 301, <br />Plan 736 (134 Elmstead Lane) for a period not to exceed six months, and further, the <br />applicants to enter into an agreement with the municipality to remove the mobile <br />home at the end of the six month period. <br />- carried - <br />
