ESSEX-WINDSOR SOLID WASTE AUTHORITY <br /> <br />Essex-Windsor Recycling Centre <br /> Monday, October 22, 200'1 <br /> 2:00 p.m. <br /> <br />Members Present: <br /> <br />EWSWA: <br /> <br />Absent: <br />Raymond <br /> <br />EWSWA Staff: <br /> <br />Others <br /> <br />County - Mayor Ed Renaud and Warden Pat O'Neil <br />City - Councillor David Cassivi (Acting Chair), Councillor Fulvio Valentinis, <br />Councillor Tom Wilson and Mayor Mike Hurst <br /> <br />Mayor Joan Flood (Chair), Mayor Pat Hayes and Deputy Mayor Mike <br /> <br />Todd Pepper, Cam Wright, Dave Semus and Sue White <br /> <br />Mr. Cliff Sutts, Surfs Strosberg LLP <br /> <br />TOUR OF RECYCLING CENTRE <br /> <br />The members toured the recently upgraded Essex-Windsor <br />Recycling Centre along with the compost pad and household <br />chemical collection centre (HC3). Following the tour, the members <br />returned to the Board Room at the Recycling Centre for the balance <br />of the meeting. <br /> <br />In answer to a question, Mr. Wright replied that blue box <br />participation is as Iow as 30% in the core area of the City and 90- <br />95% in other areas. The average participation rate was 70%. <br /> <br />Mr. Cassivi questioned why blue bags were not used instead of <br />blue boxes. Mr. Wright stated that the City of Guelph and the <br />County of Wellington uses blue bags and this is possible because <br />they have a very large front end processing plant. This would not <br />be possible at the Essex-Windsor Recycling Centre. <br /> <br />CALL TO ORDER <br /> <br />Mr. Cassivi assumed the Chair as Acting Chairman and called the <br />meeting to order at 3:07 p.m. <br /> <br /> <br />
