Following the tour, the members <br />returned to the Board Room at the Recycling Centre for the balance <br />of the meeting. <br /> <br />In answer to a question, Mr. Wright replied that blue box <br />participation is as Iow as 30% in the core area of the City and 90- <br />95% in other areas. The average participation rate was 70%. <br /> <br />Mr. Cassivi questioned why blue bags were not used instead of <br />blue boxes. Mr. Wright stated that the City of Guelph and the <br />County of Wellington uses blue bags and this is possible because <br />they have a very large front end processing plant. This would not <br />be possible at the Essex-Windsor Recycling Centre. <br /> <br />CALL TO ORDER <br /> <br />Mr. Cassivi assumed the Chair as Acting Chairman and called the <br />meeting to order at 3:07 p.m. <br /> <br /> <br />
