He noted that the two year industry- <br />municipal partnership agreement had infused Essex- <br />Windsor's recycling program with an extra $160,000 in <br />industry funds and services. He noted that the "Blue Box <br />Heroes" program helped focus attention on the collection of <br /> <br /> <br />
