CALL TO ORDER <br /> <br />The Chairman welcomed the Committee members and called the <br />meeting to order. <br /> <br />DECLARATION OF INTEREST <br /> <br />Mr. Limoges declared a conflict of interest with regard to <br />the February 4, 1997 EWSWA minutes pertaining to the section <br />dealing with the financing of the Authority's long term debt. <br />Mr. Limoges stated that he was employed by the Bank of <br />Montreal - one of the firms that had submitted a request for <br />proposals. Mr. Limoges refrained from voting on the EWSWA <br />minutes. <br /> <br />DELEGATIONS <br /> <br />The Chairman noted members of the Landfill Liaison Committee <br />were in attendance to discuss the 1996 Annual Monitoring <br />Report. <br /> <br />A) 1996 Annual Monitorinq Report <br /> <br />Jason Balsdon of Jagger Hims Limited reviewed the <br />monitoring report with the Authority members and <br />members of the Landfill Liaison Committee. Mr. Balsdon <br />answered questions of the members and then reviewed the <br />recommendations. <br /> <br /> <br />
