Quinlan outlined the problems he felt the current Blue Box system ed\ibitro. He noted that Right Way p~ a tot.ll wet/dry system which would ha\'e a 70~ recovery r.lle and that other recycl.lbll'S could be addt'd at no e",tea cholrge. He proposed that his systltm which would accept most dry m.1lerials, plastics, all papers .lnd metals, and could bc operation.l1 within 60 days of approval of Essex County Council. ~Ir. Quinl.m requested that the Essex.Windsor Waste !l.lanagement Committee providl' a $100,000 5L1rt-up capital loan for the immedi.1te diversion oi wasre and. further, that a $150 per ton ongoing waste diversion credit be provided and, further, t~at E\VWMC apply to O!o.1~'RI for funding of the under-oounleT source ~paratlon W.15le container that Right W~y proposes to use. .
