Carried

4.Old Business: PCP. Ron reported that we could use the City's WEAC contribution
top either pay for a JCP auditor (the software has been accessed by Ron at no charge),
or use University students, either as a coop or offer an honorarium. Iris will check to see
what student resources are available. Moved by Derek, seconded by Phil to proceed
with PCP audit to a maximum of $2600 andto contact other municipalities for interest.
Carried.

5. Business Arising from the Minutes
5.1 Survey. Dr. Morgan presented some options to permit Windsor to do a telephone
survey regarding pesticide use and interest in a ban. We would need about 450
participants to achieve a 95% confidence level with a professional research group. The
cheapest method would be as a class project for 10 people, with an honorarium of $100
per student and about $200 for a Computer data run. It would be less reliable but much
cheaper than a professional survey. Nelson will prepare a letter for the County
municipalities to see if they want to be part of the survey. If we were to use the joint
City/County funds, we would need County Council approval.
Moved by Ric, seconded by Jim:
"That an ad hoc committee be formed to work with Dr. Morgan to formulate a survey
with costs to a maximum of $4500 on pesticide preference and a letter be sent to
County Council asking for their interest.
Carried:
Committee to be Jim, Pat(lead), and Derek.
5.2.1 Anti-idling by-law deferred
5.2.2 Budget Sub-committee deferred. Ron pointed out that earlier $32,000 surplus
would be accurate, assuming all partners contributions confirmed. Ron presented draft
budget of expenses for committee.
Moved by Al, seconded by Iris to approve expenditures. Carried.
5.2.3 Urban Sprawl Workshop. Ciociaro Club booked for Friday October 22.
5.2.4 Habitat discussion of 10% vs 12% vs 30% green space proposals

5.3 Pesticide by-law
