MINUTES OF A MEETING OF THE BOARD OF DIRECTORS OF

THE WINDSOR-ESSEX COUNTY DEVELOPMENT COMMISSION

HELD ON TUESDAY, JUNE 4, 2002 AT 4:00 PM

AT COLASANTI TROPICAL GARDENS, 1550 ROAD EAST, LEAMINGTON

There were present: Mike Walker (Chair), John St. Aubin, Roy Henly, Pat Soulliere,
Ross Clarke, Joe Ouellette, Dave Wilkinson, Joyce Zuk, invited guests Gary McNamara and
Rob Maisonville, and Elaine Prior

Chair called the meeting to order at 4:10 PM and welcomed our invited guests. Dave
Wilkinson thanked the Board for coming to the County for this meeting, as did our host, Joe
Colasanti. Dave apologized for the absence of the Warden as he was out of town and not
able to return in time.

COUNTY OF ESSEX Service Delivery Review F~conomic Development
Discussion continued with invited guests Deputy Warden, Gary McNamara and Director of
Corporate Services/Treasurer, Rob Maisonville. The Deputy Warden explained that through
several discussions with County Council they realized that "stand alone" is not the right
approach. "The good news is that we are sitting down here today with our colleagues in the
City. (We realize that) what benefits the City also benefits the County and vice versa. We
need to discuss new policies, establish a new vision and address the dollars (to "enable") a
development commission that benefits the entire region."

Dave Wilkinson emphasized again that they want to do more on a regional basis as stated in
the minutes of the last meeting. There is great concern regarding the "alliance" study.
Chairman Mike assured that the study is to look at "an alliance, not a merger, not a meshing,
but an alliance. For example, to be able to put information and budgets together to come up
with a promotional brochure. Mr. Jure (the consultant) has not been asked to make any
recommendations as far as regional economic development but more on an administrative,
set-up basis." We should make sure that the Warden is interviewed as part of this process.
Dave expressed that "the hope is that the results will be made available to the County as we
will be affected one way or another". Maybe Mr. Jure can report to County Council as well.

Other realities, such as availability of industrial land, were discussed. Paul provided an
actual "wish list" that we have just received from a prospect, noting how specific the
information is. He also explained the confidentiality that must be in place. Dave suggested
this wish list should be shared with individual municipalities so they have a better idea of
what is being asked for by clients.

All agreed that this has been a very positive exchange.
