These financial statements are the responsibility of the County's
administration. Our responsibility is to express an opinion on these financial statements based on our
audit.
We conducted our audit in accordance with Canadian generally accepted auditing standards. Those
standards require that we plan and perform an audit to obtain reasonable assurance whether the
financial statements are free of material misstatement. An audit includes examining, on a test basis.
evidence supporting the amounts and disclosures in the financial statements. An audit also includes
assessing the accounting principles used and significant estimates made by administration, as well as
evaluating the overall financial statement presentation.
In our opinion, these consolidated financial statements present fairly, in all material respects, the
financial position of the County as at December 31, 2004 and the results of its financial activities and
its cash flows for the year then ended in accordance with the accounting principles prescribed by the
Public Sector Accounting Board of the Canadian Institute of Chartered Accountants.
Our audit was conducted for the purpose of forming an opinion on the basic consolidated financial
statements taken as a whole. The current year's supplementary information included in Schedule 1 is
presented for the purposes of additional analysis and is not a required part of the basic consolidated
financial statements. Such supplementary information has been subjected to the auditing procedures
applied in the audit of the basic consolidated financial statements and, in our opinion, is fairly stated in
all material respects in relation to the basic consolidated financial statements taken as a whole.
;(I/I1~ 11.P
-----------
Chartered Accountants
Windsor, Canada
June 7, 2005
KPMG LLP a Canadian limited liability partnership IS the Canadian
member firm of KPMG International, a SWISS cooperative
