RULES AND REGULATIONS <br />1 CI : 11 1 1$ 11 =1 <br />THE COUNTY COUNCIL OF ESSEX. <br />It is ordered - <br />1st. That the roll be called over; and, if a quorum of Councilors be <br />present, the business of the day be proceeded with. But that the minutes <br />of the proceedings of the previous day be the first matter to be read, in <br />order to the correcting of the same; and that immediately upon being <br />read and approved of, they be signed by the Warden and Clerk in presence <br />of the Council. <br />2d. That every notice, motion or resolution be liven in writing. <br />&i. That no one shall speak twice to the question without leave of the <br />Council, unless in answer generally to the objections made to his motion. <br />4tb. That when a By -Law is to be brought in, leave by motion shall be <br />first made. <br />5th. That a By -Law before it passes shall be read twice —the second <br />reading to take place on the following day, unless the Council deem it <br />absolutely necessary that any particular By -Law be read the second time <br />on the same day. <br />8th That after the third reading, the By -Law be considered passed, and <br />the Warden shall sign the same. <br />7th. That the motions, by -laws, and other matters requiring the vote of <br />the Council to he taken, shall be read by the Warden in manner following: <br />At the first reading —Is it the pleasure of this Council that this resoln- <br />tdon (or as the case may be) be adopted ? <br />At the second reading— Is it the pleasure of this Council that this reso- <br />lution (or as the case may be) be adopted? <br />At the third reading —Is it the pleasure of this Council that this py_IAw <br />do now pass? <br />8th. That, after leave granted, all notices of motions, by -laws, etc., etc., <br />be put upon a Roll or Order of the Day, so that the same may be taken <br />up the next day in regular succession. And that a list of such motious, <br />etc., etc., as romain over, undisposed of, be put up every morning in some <br />conspicuous place in the Council Room for the inspection ut Uounc:ilork <br />which list shall take precedence of any other order of the day. <br />9th. That while a Councilor is speaking, no one shall interrupt him. <br />10th. That when two or more Councilors rise at the aarne time to speak, <br />the Warden ahall decide in favor of that one who first catches his eye. <br />11th. That any Councilor on being called to II Order /1 shall deaiat from <br />speaking until the Warden decidra the question of order, after which he <br />all be at liberty to explain. That Councilors shall keep their Beata <br />except on going out and taming in. That when about to speak, they <br />WWI rise, without, however, leaving their places, and that they shall ac1- <br />
