THE CORPORATION OF THE COUNTY OF ESSEX <br /> MUNICIPAL PERFORMANCE MEASURES FOR THE YEAR 2003 <br /> <br />Beginning with the year 2000, all Ontario municipalities are required to measure their performances in key service areas, and <br />to report on their performances to taxpayers. Goals of performance measurement are to: <br /> 1. Promote better local services, continuous improvement in service delivery, and clear government accountability; <br /> 2. Improve taxpayer awareness of municipal service delivery; and, <br /> 3.
