THE CORPORATION OF THE COUNTY OF ESSEX <br /> MUNICIPAL PERFORMANCE MEASURES FOR THE YEAR 2002 <br /> <br />Beginning with the year 2000, all Ontario municipalities are required to measure their performances in key service areas, and <br />to report on their performances to taxpayers. Goals of performance measurement are to: <br /> 1. Promote better local services, continuous improvement in service delivery, and clear government accountability; <br /> 2. Improve taxpayer awareness of municipal service delivery; and, <br /> 3. Compare costs and level of performances of municipal services both internally (year to year) and externally (among <br /> municipalities). <br /> <br /> SOLID WASTE MANAGEMENT <br /> <br /> Total number of Solid Waste Management Sites owned jointly with the City of Windsor: 2002 = 4 <br /> Items with an asterisk (*) reflect the County's 50% share. <br /> <br /> OPERATING COSTS PER TONNE <br /> $ per tonne <br /> 2002:31.90 2001:30.11 <br /> <br />Explanation - Operating costs for solid waste disposal per tonne. <br />Objective - Efficiency of municipal waste disposal services. <br /> <br />Notes -Total solid waste disposal operating costs = $3,684,376*. <br />Total tonnes disposed, all property classes = 115,490'. The <br />solid waste disposal operating cost per tonne increased due to <br />increases in insurance costs, haulage costs & equipment <br />maintenance costs. <br /> <br /> % WASTE DIVERTED FOR RECYCLING <br /> % <br /> 2002:29 2001:29 <br /> <br />Explanation - Percentage of residential solid waste diverted for <br />recycling. <br />Objective - Municipal waste-reduction programs divert waste <br />from landfills and/or incineration. <br /> <br />Notes - <br /> <br />2001,= 4 <br /> <br /> SOLID WASTE DIVERSION <br /> $ per tonne <br /> 2002:126.20 2001:126.75 Improvement: 0.55 <br /> <br />Explanation - Operating costs for solid waste diversion per <br />tonne. <br />Objective - Efficiency of municipal solid waste diversion <br />services. <br />Notes - Total tonnes diverted in 2002 = 23,355*. Total solid <br />waste diversion operating costs in 2002 = $2,947,389*. <br />The solid waste diversion costs per tonne improved because the <br />number of tonnes diverted increased to a greater degree than the <br />increase in operating costs. <br /> TONNES OF SOLID WASTE RECYCLED <br /> monnes <br /> 2002:46,709 2001:41,854 <br /> <br />Explanation - Tons (metric) of solid waste recycled. <br />Objective - Municipal waste-reduction programs divert waste <br />from landfills and/or incineration. <br /> <br />Total residential solid waste collected (including recycled materials) in 2002 was 140,816 tonnes. <br />In 2001, the Essex-Windsor Solid Waste Authority served a population of 374,779 in the County of Essex and the City of Windsor. <br /> <br /> COMPLAINTS - RECYCLING COLLECTION <br /> Number per 1,000 households <br /> 2002:11 2001:12 Improvement: 1 <br /> <br /> Explanation - Number of complaints received in a year <br /> concerning the collection of recycled materials per 1,000 <br /> households. <br /> Objective - Effectiveness - Municipal solid waste services meet <br /> household needs. <br /> Notes - Total number of complaints received = 700. Total <br /> number of households served = 61,268. <br /> The number of households served increased more than the <br /> increase in the number of complaints concerning the collection of <br /> recycled materials. <br /> <br />TRANSPORTATION SERVICES <br /> <br /> ROADWAYS- PAVED ROADS <br /> $ per lane kilometre <br /> 2002:571.35 <br /> <br />Explanation - Operating costs for paved (hard top) roads per <br />lane kilometre. <br />Objective -.Efficiency of municipal paved road maintenance <br />services. <br />Notes - Total operating costs for paved roads = $863,314. Total <br />lane kilometres for the County of Essex = 1510. 7. <br />Formula change for paved roads means measure for 2002 cannot <br />be compared to measure for 2001. <br /> <br /> ADEQUACY OF ROADS <br /> % of lane km tested as good to very good <br /> 2002:72.3 2001:66.8 Improvement: 5.5 <br /> <br />Explanation - Percentage of paved lane kilometres rates as <br />good to very good. <br />Objective - Safe and secure roads. <br />Notes - Total number of paved lane kilometres tested = 1,510. 7. <br />Total number of paved lane km rates as good to very good = <br />1,091.7. <br /> <br /> WINTER ROADS MAINTENANCE <br /> $ per lane kilometre <br /> 2002:826.24 <br /> <br />Explanation - Operating costs for winter control maintenance of <br />roadways per lane kilometre. <br />Objective - Efficient municipal winter road maintenance services. <br /> <br />Notes - Total winter control costs for 2002 = $1,248,443. Total <br />lane kilometres for the County of Essex = 1510. 7. <br />Formula change for winter maintenance means measure for 2002 <br />cannot be compared to measure for 2001. <br /> <br /> EFFECTIVE SNOW AND ICE CONTROL <br /> % winter event responses that met or exceeded standards <br /> 2002:100 2001:100 <br /> <br />Explanation - Percentage of winter-event responses that meet <br />or exceed municipal road-maintenance standards. <br />Objective - Safe and secure roads. <br />Notes - The total number of days that required a 'Winter event <br />response" was the number of days during which accumulations of <br />snowfall required municipal action. In 2002, there were 71 such <br />days. <br /> <br /> <br />
