THE CORPORATION OF THE COUNTY OF ESSEX <br /> <br /> MUNICIPAL PERFORMANCE MEASURES FOR THE YEAR 2000 <br /> <br />Effective with the year 2000, all Ontario municipalities are required to measure their <br />performances in key service areas and to report on their performances to taxpayers. Goals <br />of performance measurement are to: <br /> 1. Promote better local services, continuous improvement in service delivery, and clear <br /> government accountability; <br /> 2. Improve taxpayer awareness of municipal service delivery; and, <br /> 3. Compare costs and level of performances of municipal services both internally (year to <br /> year) and externally (among municipalities). <br /> <br /> SOLID WASTE MANAGEMENT <br /> <br />% WASTE DIVERTED FOR RECYCLING TONNES OF SOLID WASTE RECYCLED <br />% formes <br />28 40,076 <br /> <br /> Explanation - <br />Percentage of residential solid waste diverted for <br />recycling. <br /> Objective - <br />Municipal waste-reduction programs divert waste <br />from landfills and/or incineration. <br /> <br /> Explanation - <br />Tons (metric) of solid waste recycled. <br /> <br /> Objective - <br />Municipal waste-reduction programs divert waste <br />from landfills and/or incineration. <br /> <br /> Notes - <br />Total residential solid waste collected (including recycled materials) in 2000 was 143,234 tonnes. <br />In 2000, the Essex-Windsor Solid Waste Authority served a population of 359, 773 in the County of Essex and <br />the City of Windsor. Thus, these Solid Waste Management performance measures reflect the overall <br />operations of recycling services provided to both municipalities. <br /> <br /> TRANSPORTATION SERVICES <br /> <br />WINTER ROADS MAINTENANCE WINTER-EVENT ROAD RESPONSES <br />$ per lane kilometre % meeting or exceeding standards <br />1, 219.21 100 <br /> <br /> Explanation - <br />Operating costs for winter control maintenance of <br />roadways per lane kilometre. <br /> Objective - <br />Efficient municipal winter road maintenance services. <br /> <br /> Notes - <br />Total lane kilometres for the County of Essex = <br />1507.4. <br /> <br /> Explanation - <br />Percentage of winter-event responses that meet or <br />exceed municipal road-maintenance standards. <br /> Objective - <br />Safe and secure roads. <br /> <br /> Notes - <br />The total number of days that required a "winter event <br />response" was the number of days during which <br />accumulations of snowfall required municipal action. <br />In 2000, there were 61 such days. <br /> <br /> LOCAL GOVERNMENT <br /> <br />ADMINISTRATIVE OPERATING COSTS <br /> <br /> % of total municipal operating costs <br /> <br /> 6.6 <br /> <br /> Explanation - <br />Operating costs for municipal administration as a <br />percentage of total municipal operating costs. <br /> Objective - <br />Efficient administration, supporting local service <br />delivery. <br /> <br /> Notes - <br />Operating costs for municipal administration in 2000 = <br />$1,753,596. Total municipal operating costs in 2000 <br />= $26,605,583. <br /> <br /> <br />
