Solcz,
J. St. Aubin and E. Prior

1. DISCLOSURES OF INTEREST - None

MINUTES OF MAY 23, 2000 BOARD OF DIRECTORS
It was moved by R. Henly, seconded by F. Valentinis and carried that the
Minutes of the May 23, 2000 Board of Directors Meeting be adopted as
circulated.

3. BUSINESS ARISING
a) Enwin Intervention - Process has been delayed for at least 6 months.

b)

Letter from Mr. Halberstadt - The initial concern was that we might lose prospective
development if we didn't have some agreement in place to service certain airport property
and how to divide revenues. The City Administration received our resolution on June 29th
and an invitation to our next meeting has been given to the Town of Tecumseh.

Further discussion from members included:
- "this is a boundary issue that we (WECDC) are not going to solve"
- "City's position is one of discussing the "big picture" and all relevant items and it's all
related to the boundary issues."
- "Can we at least have some dialogue regarding that portion of land that will be coming
to Windsor anyway, so we don't lose out on any major developments?"
- "You would think the two Councils could come together so that jobs are not lost."

Again, Paul apologized to Mr. Halberstadt and confirmed the City is in receipt of our June
29th resolution. Mayor Ed Renaud and Gerry Lesa from Tecumseh have now confirmed
their attendance for our October meeting.

FINANCIAL REPORT
Treasurer Roy reported that support has now been received from the businesses in
theTilbury BIA based on the 1999 levy. The amount is $7787. approx. $115 more than
last year. The County of Essex has also forwarded one half of their support with the
balance to be sent in December. The amount will be accrued monthly until then.
