MINUTES OF A MEETING OF THE BOARD OF DIRECTORS OF THE WINDSOR-ESSEX COUNTY DEVELOPMENT COMMISSION HELD TUESDAY, MAY 23, 2000 AT 4:00 PM AT CABOTO CLUB, 2175 TECUMSEH RD. EAST, WINDSOR There were present: P. Soulliere (Chair), R. Henly, P. Bondy, H. Brudner, T. Burton, T. DiBartolomeo, A. Halberstadt, B. Harvey, P. Hayes, K. Lewenza, M. Solcz, J. St. Aubin, F. Valentinis, B. Wood and E, Prior 1. DISCLOSURES OF INTEREST - None MINUTES - Roy Henly stated that a change has occurred with regard to the schedule for the Twin Cities Millennium visit. On Tuesday, June 27th the group will be touring Ford Windsor Engine Plant as Chrysler will be closed due to shutdown. It was moved by R. Henly, seconded by H. Brudner and carried that the Minutes of the April 25, 2000 Board of Directors Meeting be adopted as circulated. BUSINESS ARISING from April 25th Minutes Re Item 5(c) Water Supply to the County - Paul reported that we contacted Denton Hoffman, General Manager of the Ontario Greenhouse and Vegetable Growers who appreciated the Commission trying to bring clarity to the issue. We will continue discussions with County tomato and greenhouse producers. John St. Aubin discussed the rate increase (subject to approval) on local distribution costs from EnWin based on several items including rate of return, dividends allowable, the budget itself. Areas of concern are the impact on small, medium and large businesses, also large consumer use versus residential. An intervention hearing will be held in Toronto to discuss. WECDC will formally intervene according to regulations. It was moved by K. Lewenza, seconded by H. Brudner and carried that WECDC intervene to determine what the impacf will be on small, medium and large businesses. J. St. Aubin abstained from this vote. FINANCIAL REPORT a) Financial Statement - 1~t quarter - There was a suggestion to accrue expected revenue quarterly. We can check with our auditors on procedure. It was moved by R. Henly, seconded by T. Burton and carried that the first quarter financial statement be accepted as presented. b) County of Essex 2000 Financial Commitment should be received in mid-June. ADMINISTRATION a) OAS Update - Paul reported that Fred Sorrel is handling the Showcase on the waterfront. With regard to the businesses in the Radisson Mall and vicinity, Elaine Prior will be attending a meeting tonight with the Dept. of Foreign Affairs and the RCMP to
