E2 <br />APPENDIX I. <br />MEMORIAL. <br />To His Excellency. the Administrator of the Government of the Province <br />of Canada: <br />The Memorial of the Municipal Council of the County of Ee@es <br />in Council assembled, most respectfully sheweth, <br />That the County of Essex, from the extreme fertility of its soil and <br />the genial nature of its climate, presents attractions and advanta;ei tO <br />the immigrant and; settler equal if not superior to those of any other part <br />of the Province. <br />The great portion of land, however,"thereiu held by private speculators <br />and companies at high prices, or kept back ft ru we altogether, NO <br />hitherto prevented the settlement of the County. <br />The further acquisition 11'� such Companies of aril other land in the <br />County, remaining undisposed of by the.Governmens will bave'the -effect <br />of still longer retarding the improvement of the County, and of diverting <br />the immigration from this part ' of the Province to the neighboring, <br />48tates. <br />Your Memorialists therefore pray that your Excellency will be plaased <br />to direct that no future sale of Crown or ;Clergy Lands shall Abe made <br />in this County to any other than actual tetders, <br />And your Memorialists, as in duty bound, will over pray, <br />s *� A BY-LAW <br />* .
