McKEE, <br />County Clerk. <br /> <br />(Signed) JOSEPH DUROCHER, <br />Warden. <br /> <br />--0- <br /> <br />By-Law No. 116 <br /> <br />A BY-LAW TO PROVIDE FOR THE ACQUISITION OF AN <br />ESTATE IN LANDED PROPERTY FOR AN INDUSTRIAL <br />FARM TO ESTABLISH A HOUSE OF INDUSTRY AND OF <br />REFUGE AND TO PROVIDE FOR THE ERECTION THERE- <br />OF. <br /> <br />Passed January 20, 1900. <br /> <br />Be it enacted by the Municipal Council of the Corporation of the <br />County of Essex as follows: <br /> <br />1. An estate in landed property shall be acquired in the County <br />of Essex for an Industrial Farm. <br /> <br />2. This Council hereby establishes a House of Industry and of <br />Refuge for the County of Essex, which shall be erected upon the <br />landed property so to be achuired for an Industrial Farm. <br /> <br />3. That Harry J. Powell be and he is appointed to be the architect <br />for the preparation of plans, specifications and details of the said <br />House of Industry and of Refuge and for the superintendence of the <br />construction thereof. <br /> <br />4. Subject to legislation by an Act of the Legislature of Ontario <br />of an agreement entered into between the respective Councils of the <br />Town of Leamington and the County of Essex whereby the said Town <br />is to furnish free light, heat and water, the offer of Wilson B. Wigle <br />for the sale to the County of Essex of part of Lot Number Two Hundred <br />and Forty-Two of the Talbot Road in the Township of Mersea, more <br />fully described in his written offer dated 19th day of January, 1900, <br />
