ESSEX COUNTY COUNCIL ADDENDUM AGENDA <br /> COMMITTEE ROOM "C" <br /> <br />AUGUST 6, 2003 <br /> <br />(5) <br /> <br />UNFINISHED BUSINESS <br /> <br />c) <br /> <br />Request For Support of Blue Box Funding <br /> <br />AMO Alert 03/40 dated July 31, 2003, entitled Urgent Appeal to <br />Municipalities to Support Blue Box Funding is attached. <br /> <br />Todd Pepper, General Manager of the EWSWA has requested that <br />County Council consider taking the action suggested in the above <br />referenced AMO Alert and contact the Minister of the <br />Environment, urging MOE to pass the Blue Box program plan <br />effective September 1, 2003 in order to receive blue box funding this <br />year. <br /> <br />On September 23, 2002 the Honourable Chris Stockwell, then <br />Minister of the Environment, requested Waste Diversion Ontario to <br />develop and submit a Blue Box Program Plan trader the Waste <br />Diversion Act, 2002 to him for his approval by February 28, 2003. The <br />Association of Municipalities of Ontario, working with Stewardship <br />Ontario, the Industry Funding Organization incorporated under the <br />Act as the Blue Box IFO, worked over the ensuing months and <br />delivered the Blue Box Program Plan to the Board of Waste Diversion <br />Ontario for their meeFmg of February 19th. The Board of the WDO <br />approved the Plan and submitted the Plan to the Minister for his <br />approval by the date requested. <br /> <br />The Blue Box Program Plan, as developed by AMO and Stewardship <br />Ontario, and approved by Waste Diversion Ontario, included an <br />implementation date of May 1, 2003. With a May 1st implementation <br />date the Essex-Windsor Solid Waste Authority expected to receive <br />funding through the Blue Box Program Plan of approximately <br />$700,000 to apply against the almost $2 Million annual net cost of the <br />Essex-Windsor Recycling Program that must be paid by the <br />taxpayers of the County of Essex and City of Windsor. The delay in <br />the approval of the Blue Box Program Plan results in a loss of <br />revenue to the County of Essex and City of Windsor of $100,000 for <br />each month after the anticipated May 1st approval date. <br /> <br /> <br />
