St. Denis (Recorder) <br /> Guest: <br /> Ms. Lorie Gregg, KPMG <br /> The meeting was called to review three sets of financial statements and settlements for the Nurse <br /> Practitioner, Healthy Babies/Healthy Children, and Smoke-Free Tobacco/CINOT programs. <br /> a) Nurse Practitioner Program <br /> The program is 100% funded by the Ministry of Children and Youth Services solely for the provision <br /> of hiring a Nurse Practitioner. The Health Unit has had the program for at least five years, Funding <br /> for the program was fixed at$125,000 however the Health Unit has made annual requests for <br /> additional one-time funding. The Ministry approved up to $148,354, however only$146,829 was <br /> spent. The one-time funding was for salary only. <br /> In 2011 the Ministry approved an upward amendment for one-time fiends close to $150,000 which will <br /> result in the Health Unit not having to reapply for one-time fields on an annual basis. <br /> The approved budget and forms for the program have not changed from year to year. Fixed assets <br /> purchases were made in prior years as start-up expenditures and have been amortized. Funding is year <br /> to year and is at the Ministry's discretion. This is an excellent program that provides health care <br /> services to newly-arrived individuals often referred by external agencies. For this program the <br /> Ministry has allowed an expense for administration and expenses for the building, if funds are <br /> available. <br /> This report is different than in prior years, being more detailed in outlining management's approval. <br /> The net book value of the assets is nil but there are assets which have been reflected. The statement of <br /> net debt shows outstanding cash outlay associated with delivery of services. The amortization of <br /> useful life in the various asset classes was noted. Ms. Gregg will provide a management <br /> representation letter and any adjustments required will be provided to Dr. Heimann and Ms. Kelly for <br /> signature and a copy to Mr. Modestino. <br />
