<br />As you see gentlemen, much has been done for education In Essex, but there clip
<br />remains much to be done yet. If so many new school houses have been built any
<br />provided with the necessary school apparatus, if nearly all the school sites have bftw
<br />enlarged, well fenced, Some planted with ornamentaltrees, if our schools are U%w
<br />attended, our teachers better encouraged, in a word, if education is progressing Be asp
<br />in Essex, it is without doubt owing to the salutary school law which governs va►
<br />and in a great measure to the influence of the friends of education, who, I ass happy
<br />to say, are numerous in this county.
<br />The encouragement you have always given me, the liberality with which you burs
<br />always treated all questions on education, have very much contributed towards tin
<br />improvement of our schools. I cannot but thank you heartily for your genenw
<br />support, and assure you, that as long as I have the honor of being your school in.

<br />To incorporate the YiVage of Kingsville, in the Township of Gosfte4 in
<br />the County of Essex.
<br />. Passed ,tune 219t, 1877.
<br />Whereas, the census returns of the unincorporated village of Kingsville, with ik
<br />immediate neighborhood, taken under the direction of the council of the county gt
<br />Essex, show that the same contains over seven hundred and fifty inhabitants ;
<br />And whereas, the residences of such inhabitants are sufficiently near to form am
<br />incorporated village;
<br />And whereas, not less than one hundred resident free - holders and householders at
<br />the said village and neighborhood, of whom not fewer than one -half are freeholders,
<br />by their petition do pray for the incorporation of the said village and ueighborhow
<br />as a village:
<br />It is therefore enacted by the municipal council of the corporation of the cony
<br />of Essex, in council assembled, under and by virtue of the Municipal Insitutions Act
<br />of Ontario, as follows:
<br />1. On and after the passing of this by -law the inhabitants of the said village of
<br />Kingsville and neighborhood, comprised within'the boundaries hereinafter mentioraad,
<br />shall be and they are hereby constituted a body corporate apart from the townahip
<br />of Qosfield, in which the said village of Kingsville and neighborhood are situate, M.
<br />der the name of 99The Corporation of the Village of Kingsville," and shall enjoy all sfth
<br />rights, powers and privileges as are now or shall be hereafter conferred on incorpos..
<br />ated villages in the Province of Ontario.
<br />2. The said village of Kingsville shall comprise and consist of the following lots am
