22/95 ESSEX COUNTY LIBRARY BOARD 7:00 p.m. , Tuesday, January 24, 1995 Library Board room Members Present: Mr. Varga,.Mrs. Haugh, Messrs. DeYong, Innes, DiMenna, Laird and Warden Miller County Administrator Curran was also in attendance. Mersea Mayor Robert Schmidt and Leamington Mayor Jim Ross attended as a delegation. Call to order Chairperson Varga welcomed all and called the meeting to order. Disclosure of Pecuniary Interest No disclosure of pecuniary interest was noted. Resolutions a) Precepts for a Fee for Service Agreement A meeting was held January 13 with Chairperson Varga, Warden Miller, Library Board member DeYong, Chief Librarian George, Mersea Mayor Schmidt, Leamington Mayor Ross and Leamington Administrator Marck. A "Preface for an Agreement for Library Services" (attached) was presented by Leamington with a request to incorporate the terms into the Precepts for a Fee for Service Agreement. Board members reviewed the Precepts for a Fee for Service Agreement and after considerable discussion determined that the reference to "in kind" services should be deleted. Concern was also expressed that the proposed termination notification date of September 1 in effect meant the Board would have to make a decision at their regular meeting in June unless a special meeting was held in the summer months. Board members therefore changed the notification date for termination to October 1. Board members also expressed the view that a fee for service agreement would be on a one year trial basis. Moved by Mr. Laird Seconded by Mrs. Haugh THAT the Precepts for a Fee for a Service Agreement, as amended, attached as Schedule "A" be approved, and further that the Essex County Library Board agree to the payment of $45,755 to the Leamington Public Library as a fee for service for 1995. CARRIED.
