FEBRUARY SPECI SESSION, 1867 175 <br />To the Warm and Members of Essex County Cawm& <br />In presenting to you this first annual report of the penes County <br />public Library, I would tike to repeat something from the County Lib. <br />racy Co-operative Report for 196L <br />Five years ago I said "Rural and suburban people have the ssuae <br />kinds of economic and job problems, and the same need to maderstand <br />national and international events that city people have. 7%eir curiosity <br />is stimulated by the same newspapers, magazines, radio and tdevisioa <br />shows. They have the same cultural interests. The rapidity at modern <br />communication, vastly improved rural schools. the Increasing number of <br />our young people who go on to high school and college, make it more <br />and more urgent that every area of our County have good library ser. <br />vice". The establishment this year of the Essex County Public Library, <br />with eighteen municipalities pooling funds, staff, books and equipment <br />brings that goal much closer. Staff training programmes, longer hours <br />of service, improved collections of books and other materials. and pro <br />motion of the library's role in our educational system will do the rest <br />EDrCATION FOR ALL <br />With the continuing emphasis on education for adults as well as <br />children, libraries must be prepared to help our citizens adapt to rapidly <br />changing conditions of work and leisure. In the past, people dependent <br />on smaller libraries have received a significantly lower level of service <br />than those who have access to the resources and services of large city <br />libraries. The development of county and regional systems will give ties <br />rural residents equal service with his urban counterpart <br />All of us today must continue our education beyond the torsaal <br />school years, and we must continue to keep abreast of change and aware <br />of new developments in our own comunity, our county, our province, <br />in Canada and, indeed, the whole world. The public library is the <br />prime educational resource of the adult. It must not ono provide <br />service, but must encourage all maldents to utUise that novice to but <br />advantage. <br />CpMMUN1TY LIBRARIES <br />Whoever larger system is established, county or regional. or <br />province-wide, it is by the local standard of servies that the irAvk%W <br />user will judge the library's performance. If the borrower dads state <br />willing and anxious to help him, he goes away satisfied This Is what we <br />want for our County. We have been fortunate In Essex County In baving <br />Branch Library supervisors Interested In books and people and eager <br />
