<br />The Corporation of the County of Essex <br />By-Law Number 2020-54 <br />A By-law to Adopt a Revised Emergency Management <br />Program for the County of Essex. <br />Whereas Section 2.1(1) of the Emergency Management and Civil <br />Protection Act, R.S.O 1990, c. E.9 (the EMCPA) requires that every <br />municipality shall develop, implement and adopt by by-law, an Emergency <br />Management Program to protect public safety, public health, environment, <br />critical infrastructure and property and to promote economic stability and a <br />disaster-resilient community; <br />And Whereas the Emergency Management Program shall consist of an <br />Emergency Plan; training programs and exercises for employees of the <br />municipality and other persons with respect to the provision of necessary <br />services and the procedures to be followed in emergency response and <br />recovery activities; public education on risks to public safety and on public <br />preparedness for emergencies; and any other element required by the <br />standards for emergency management programs; <br />And Whereas the Essex County Emergency Program is reviewed <br />annually, or more frequently, by the Emergency Management Program <br />Committee, including the review of the Emergency Plan, Emergency <br />Management Program Committee membership and Hazard Identification and <br />Risk Assessment Report; <br />Now therefore the Council of the Corporation of the County of Essex <br />hereby enacts as follows: <br />1) That the Emergency Management Program Committee for the County <br />of Essex be comprised of the following positions: <br />• Chief Administrative Officer, County of Essex <br />• Warden, County of Essex <br />• Community Emergency Management Coordinator, County of Essex
