<br />The Corporation of the County of Essex <br />By-Law Number 2020-51 <br />A By-law to Amend By-law Number 26-2002, Being a By- <br />law to Regulate Traffic and Parking on Highways within <br />the Essex County Roads System. <br />Whereas By-law Number 26-2002, being a by-law to regulate traffic <br />and parking on highways within the Essex County Roads System, was <br />adopted by the Corporation of the County of Essex on October 16th, 2002; <br />And Whereas Section 5.3(a)(iii) of By-law Number 26-2002 provides <br />that when Signs, marked in compliance with the regulations under The <br />Highway Traffic Act, are on display, no person shall drive a Motor Vehicle <br />upon the Highways named and/or described in Column 1 of Schedule “H” <br />from the location or Highway named and/or described in Column 2 of the <br />said Schedule to the location or Highway named and/or described in Column <br />3 of the said Schedule at a greater rate of speed than is described in Column <br />4 of the said Schedule; <br />And Whereas it is deemed expedient that the maximum rate of speed <br />for motor vehicles driven on certain highways under the jurisdiction of the <br />Corporation of the County of Essex be decreased; <br />And Whereas Section 128 (5) of The Highway Traffic Act provides <br />that the Council of a municipality may, by by-law, designate School Zones <br />with prescribed rates of speed lower than the rate of speed otherwise <br />prescribed for that portion of the highway during prescribed times; <br />Now therefore the Council of the Corporation of the County of Essex <br />hereby enacts as follows: <br />
