<br /> <br />The Corporation of the County of Essex <br />By-Law Number 2020-49 <br />A By-law to Authorize the Execution of an Agreement for <br />the Provision of 9-1-1 Primary Public Safety Answering <br />Point (P-PSAP) Services Agreement Between The <br />Corporation of the County of Essex and Her Majesty the <br />Queen in Right of The Province of Ontario as Represented <br />by the Ministry of the Solicitor General on Behalf of the <br />Ontario Provincial Police (O.P.P.) <br />Whereas the municipalities of the County of Essex deemed it <br />necessary and proper to provide a 9-1-1 Emergency Telephone Reporting <br />System to the residents of Essex County by authorizing the execution of By- <br />law 3141 on October 19, 1994; <br />And Whereas By-law 3141 authorized the execution of a Joint Powers <br />Agreement as a part of the Essex County 9-1-1 Emergency Telephone <br />Reporting System; <br />And Whereas By-law 3141 permitted the Joint Powers Agreement <br />through Article I to authorize the Corporation of the County of Essex to <br />execute on behalf of the municipalities of Essex County and the Police <br />Services Boards, the Public Emergency Reporting Services (PERS) <br />Agreement with Bell Canada; <br />And Whereas the Corporation of the County of Essex has entered into <br />an Agreement with Bell Canada for that purpose; <br />And Whereas pursuant to this Agreement, it is the obligation of the <br />Corporation of the County of Essex to provide and operate 9-1-1 Primary <br />Public Safety Answering Point (P-PSAP) for the 9-1-1 Serving Area; <br />And Whereas the Corporation of the County of Essex may contract <br />with a third party for the management and operation of the P-PSAP;
