<br />34. When the question under consideration con-
<br />tains distinct propositions, upon the request of any
<br />member, the vote upon each proposition will be taken

<br />DIVISIONS
<br />35. After the question is finally put by the
<br />Warden or Presiding Officer, no member shall speak to
<br />the question, nor shall any other motion be made until
<br />after the result of the vote has been declared, and the
<br />decision of the Warden or Presiding Officer as to
<br />whether the question has been finally put shall be
<br />conclusive.
<br />36. Members, having been previously sum-
<br />moned, shall immediately take their places when any
<br />division is called for.
<br />37. Upon a division of the council, the names of
<br />those who vote for and those who vote against the
<br />question shall be entered upon the minutes, as
<br />required by law.
<br />RECONSIDERATION
<br />38. After a motion is passed or report adopted,
<br />no motion for a reconsideration thereof shall be
<br />introduced during the same meeting, unless it is moved
<br />and seconded by two members from among those who
<br />voted with the majority that carried the main motion
<br />or report.
<br />39. No question shall be reconsidered more than
<br />once, nor shall a vote to reconsider be reconsidered.
<br />PROCEEDINGS IN COMMITTEE
<br />OF THE WHOLE
<br />40. Whenever it shall be moved and carried that
<br />the council shall go into committee of the whole, the
<br />Warden shall remain in the chair, upon a motion
<br />approved by the council, and he shall report the
<br />proceedings thereof.
<br />41. When a report or by -law is under discussion
<br />in committee of the whole, the chairman of the
<br />committee whose report is under consideration or the
<br />introducer of a by -law shall not be required to take
<br />the chair, unless requested to do so by a majority vote
<br />of the members present.
<br />42. The rules of the council shall be observed in
<br />committee of the whole, so far as may be applicable,
<br />except that no motion for the previous question or for
<br />adjournment be allowed. No member shall speak
<br />longer than ten minutes on any one question. In case
<br />of a division the vote of the members shall not be
<br />recorded, nor shah the number of times of speaking on
<br />any question be limited.
<br />43. Questions of order arising in committee of
<br />the whole shall be decided by the Warden or presiding
<br />Officer, subject to an appeal to the committee; and if
<br />any disorder should arise in the committee, the
<br />Council shall resume the session, without any question
<br />being put.
<br />44. On motion in committee of the whole to rise
<br />and report, the question shall be decided without
<br />debate.
<br />45. A motion in committee of the whole to rise
<br />without reporting or that the chairman leave the chair,
<br />shall always be in order, and shall take precedence
<br />over any other motion. On such motion debate shall

<br />55. (a) All special committees shall be appoint-
<br />ed on motion of a member duly seconded and carried
<br />by a majority of the council, and any member of the
<br />council may be placed on a committee notwith-
<br />standing the absence of such member at the time of
<br />his being named on such committee, and the member
<br />first named in such motion shall be the chairman of
<br />such committee and the Warden or Presiding Officer
<br />shall be, ex officio, a member of all committees, and
<br />may vote on all questions before the committee, and
<br />he shall be counted in the formation of a quorum.
<br />(b) The County delegates and representa-
<br />tives to the respective, boards and institutions, on
<br />which the County of Essex are entitled to representa-
<br />tion by law and by the by -la of the said respective
<br />boards and institutions, shall be recommended to the
<br />open Council by the Striking Committee of the
<br />Country Council at the first regular meeting of the
<br />Council in each year, except those appointments that
<br />are required by statute to be made in the preceding
<br />year at the December Session of the County Council.
<br />(c) The term of appointment of members
<br />or persons to the several committees of the County
<br />Council, and the respective boards, institutions and
<br />commissions, on which the County of Essex are
<br />entieled to representation by law and by the by -laws
<br />of the said boards, institutions and commissions shall
<br />not be for a period of more than five consecutive
<br />years, to which the said person has been appointed by
<br />the County Council, either by resolution or by by -law.
