i 0 Youth Employment Preparation B E T W E E N Her Majesty The Queen in right of the Province of Ontario as represented by the Minister of Community and Social Services (hereinafter referred to as "the Province") OF THE FIRST PART - and - THE CORPORATION OF THE COUNTY OF ESSEX (hereinafter referred to as "the Municipality") OF THE SECOND PART WHEREAS the Province and the Municipality wish to enter into an agreement whereby the Municipality will operate a Project entitled Youth Employment Preparation providing employment services and employment -related expenses for social assistance recipients; AND WHEREAS the Province is authorized to enter into such an agreement pursuant to clause l(1)(5), section 17 and subsection 21(4) of Regulation 441 under the General Welfare Assistance Act and pursuant to section 8 of the Ministry of Community and Social Services Act. THEREFORE THE PARTIES agree as follows: 1. GENERAL The Youth Employment Preparation Project will be conducted in accordance with the terms and provisions of the document entitled "Youth Employment Preparation for Social Assistance Recipients" (Guidelines for the Establishment of Test Projects) dated October 2, 1984, such document attached to this agreement as Schedule "A". 2. PROJECT STAFFING Personnel matters will be dealt with in accordance with Schedule "B" attached hereto and entitled "Staffing". 3. FUNDING Funding for the Project will be in accordance with Schedule "C" attached hereto and entitled "Budget". 4. MINISTRY INSPECTION The Municipality will permit Ministry staff to enter at reasonable times any premises used by the Municipality in connection with the employment preparation project pursuant to this agreement in order to: (a) observe and evaluate the employment preparation project; and (b) inspect all records relating to the employment preparation project pursuant to this agreement.
