A BY-LAW TO PROVIDE RULES GOVERNING <br />THE ORDER AND PROCEEDINGS OF THE <br />COUNCIL OF THE CORPORATION OF THE <br />COUNTY OF ESSEX <br />WHEREAS the Council of the Corporation of the County of Essex <br />has adopted By-law #08-2010 which sets out Rules of Order and <br />Proceedings for Council, hereinafter referred to as the Procedure By-law; <br />AND WHEREAS it is necessary from time to time to amend such <br />Rules of Order and Proceedings to reflect the wishes of the Council of <br />the day; <br />AND WHEREAS it is deemed expedient to consolidate amendments <br />to the Procedure By-law into one consolidated Procedure By-law; <br />THEREFORE the Council of The Corporation of the County of Essex <br />enacts as follows: <br />1. INAUGURAL MEETING OF COUNCIL <br />The Council shall, in each term, at its first meeting at which a <br />majority of all the members are present, elect one of the members <br />of Council to be County Warden. <br />The election of the County Warden shall be conducted by the Clerk <br />or, in his/her absence, the Deputy Clerk/CAO (hereinafter referred <br />to as the "Chairperson"). <br />The election shall proceed in the following manner: <br />a) Candidates for County Warden shall be determined by a roll <br />call process wherein those who aspire to the position of <br />County Warden shall make their intentions known. <br />b) The Chairperson will request from Council the authority for, <br />or directions for, the appointment of scrutineers. <br />
