<br />THE CORPORATION OF THE COUNTY OF ESSEX <br /> <br />BY-LAW # 52 -2009 <br /> <br />A BY-LAW TO AUTHORIZE THE EXECUTION OF AN <br />AGREEMENT FOR THE PROVISION OF 9-1-1 CENTRAL <br />EMERGENCY REPORTING BUREAU SERVICES (CERB) <br />BETWEEN HER MAJESTY THE QUEEN IN RIGHT OF <br />THE PROVINCE OF ONTARIO AS REPRESENTED BY <br />THE MINISTRY OF COMMUNITY SAFETY AND <br />CORRECTIONAL SERVICES ON BEHALF OF THE <br />ONTARIO PROVINCIAL POLICE (O.P.P.) AND THE <br />CORPORATION OF THE COUNTY OF ESSEX <br /> <br />WHEREAS the municipalities of the County of Essex deemed it <br />necessary and proper to provide a 9-1-1 Emergency Telephone <br />Reporting System to the residents of Essex County by authorizing the <br />execution of By-law 3141 on October 19, 1994; <br /> <br />AND WHEREAS By-law 3141 authorized the execution of a Joint <br />Powers Agreement as a part of the Essex County 9-1-1 Emergency <br />Telephone Reporting System; <br /> <br />AND WHEREAS By-law 3141 permitted the Joint Powers <br />Agreement through Article I to authorize the Corporation of the County <br />of Essex to execute on behalf of the municipalities of Essex County and <br />the Police Services Boards, the Public Emergency Reporting Services <br />(PERS) Agreement with Bell Canada; <br /> <br />AND WHEREAS the Corporation of the County of Essex has <br />entered into an Agreement with Bell Canada for that purpose; <br /> <br />AND WHEREAS pursuantto this Agreement, it is the obligation of <br />the Corporation of the County of Essex to provide and operate a <br />Central Emergency Reporting Bureau (CERB) for the 9-1-1 Serving <br />Area; <br /> <br />AND WHEREAS a Central Emergency Reporting Bureau (CERB) <br />and a Primary Public Safety Answering Point (PPSAP) are to be <br />considered one in the same; <br /> <br />AND WHEREAS the Corporation of the County of Essex may <br />contract with a third party for the management and operation of the <br />CERB; <br />
