<br />THE CORPORATION OF THE COUNTY OF ESSEX <br /> <br />BY~LAWNUMBER 77-2006 <br /> <br />A BY-LAW TO AUTHORIZE THE EXECUTION OF AN <br />AGREEMENT FOR THE PROVISION OF 9~1-1 CENTRAL <br />EMERGENCY REPORTING BUREAU SERVICES (CERB) <br />BETWEEN HER MAJESTY THE QUEEN IN RIGHT OF THE <br />PROVINCE OF ONTARIO AS REPRESENTED BY THE <br />MINISTRY OF COMMUNITY SAFETY AND CORRECTIONAL <br />SERVICES ON BEHALF OF THE ONTARIO PROVINCIAL <br />POLICE (O.P.P.) AND THE CORPORATION OF THE COUNTY <br />OF ESSEX <br /> <br />WHEREAS the municipalities of the County of Essex deemed it necessary <br />and proper to provide a 9- 1 - 1 Emergency Telephone Reporting System to the <br />residents of Essex County by authorizing the execution of By-law 3141 on <br />October 19, 1994; <br /> <br />AND WHEREAS By-law 3141 authorized the execution of a Joint Powers <br />Agreement as a part of the Essex County 9-1-1 Emergency Telephone Reporting <br />System; <br /> <br />AND WHEREAS By-law 3141 permitted the Joint Powers Agreement <br />through Article I to authorize the Corporation of the County of Essex to execute <br />on behalf of the municipalities of Essex County and the Police Services Boards, <br />the Public Emergency Reporting Services (PERS) Agreement with Bell Canada; <br /> <br />AND WHEREAS the Corporation of the County of Essex has entered into an <br />Agreement with Bell Canada for that purpose; <br /> <br />AND WHEREAS pursuant to this Agreement, it is the obligation of the <br />Corporation of the County of Essex to provide and operate a Central Emergency <br />Reporting Bureau (CERB) for the 9-1-1 Serving Area; <br /> <br />AND WHEREAS a Central Emergency Reporting Bureau (CERB) and a <br />Primary Public Safety Answering Point (PPSAP) are to be considered one in the <br />same; <br /> <br />AND WHEREAS the Corporation of the County of Essex may contract <br />with a third party for the management and operation of the CERB; <br /> <br />AND WHEREAS the Corporation of the County of Essex wishes to contract with the <br />Ontario Provincial Police (O.P.P.) for the management and operation of the CERB; <br /> <br />II <br />
