THE CORPORATION OF THE COUNTY OF ESSEX BY -LA W # 02-2005 A BY-LAW TO AMEND BY-LAW # 01-99, BEING A BY-LAW TO PROVIDE RULES GOVERNING THE ORDER AND PROCEEDINGS OF THE COUNCIL OF THE CORPORA TION OF THE COUNTY OF ESSEX WHEREAS the Council of the Corporation of the County of Essex has adopted a By-law which sets out Rules of Order and Proceedings for Council; AND WHEREAS it is necessary from time to time to amend such Rules of Order and Proceedings to reflect the wishes of the Council of the day; NOW THEREFORE BE IT RESOLVED that By-law # 01-99 is hereby amended as follows: 1) The wording of Section 32 (3) is hereby deleted and the following wording substituted: The Clerk shall record the attendance of Councillors at the Council Session for the minutes. 2) Sections 68 to 72 regarding purchasing procedures are hereby revoked. Purchasing policies and procedures for the Corporation of the County of Essex are set out in Policy 04-002 and enacted by By-law #63-2004, dated December 15, 2004. 3) Sections 73 to 78 regarding procedures for the disposal of surplus assets are hereby revoked. Policies and procedures for disposing of surplus assets of the Corporation of the County of Essex are set out in Section 8.0 of Policy 04-002 and enacted by By-law #63-2004, dated December 15, 2004. 4) The wording of Section 107 is hereby deleted and the following substituted: Per diems shall not be deducted from Councillors annual salaries for absences from regular Council Sessions. Councillors are requested, if possible, to advise the Director of Council Services/Clerk if they will be absent from regular Council Sessions or Standing Committee meetings prior to the meetings. Instances of frequent absences of a Councillor will be addressed by the County Warden as he/she deems fit. 5) This by-law shall come into force and take effect on the 19th, day of January 2005.
