By -law #04— 2003 <br />Page 2 <br />THE CORPORATION OF THE COUNTY OF ESSEX <br />BY -LAW NUMBER 04 -2003 <br />A BY -LAW TO REGULATE THE TEMPORARY CLOSING OF <br />ESSEX COUNTY HIGHWAYS <br />The Council of the Corporation of the County of Essex hereby enacts as follows: <br />1. DEFINITIONS <br />In this By -law: <br />"Council" means the Municipal Council of the Corporation of the County of Essex <br />unless otherwise specified; <br />"County Engineer" means the Engineer of the Corporation of the County of Essex, <br />or his/her designate; <br />"Highway" means a highway under the jurisdiction of the Corporation of the County <br />of Essex; <br />"Highway Closing" means the exclusion or closing of the same to motor vehicles, <br />but not pedestrian traffic; <br />"Motor Vehicle" includes an automobile, motorcycle, motor assisted bicycle unless <br />otherwise indicated in the Highway Traffic Act, and any other Vehicle propelled or <br />driven otherwise than by muscular power, but does not include a street car, or other <br />Motor Vehicles running only upon rails, or a motorized snow Vehicle traction engine, <br />farm tractor, self - propelled implement of husbandry or road building machine within <br />the meaning of the Highway Traffic Act; <br />"Municipality" means the Corporation of the County of Essex; <br />"Provincial Offences Act" means the Provincial Offences Act, R.S.O. 1990 c. P.22, <br />as amended, and the regulations thereunder. <br />
