THE CORPORATION OF THE COUNTY OF ESSEX BY-LAW NUMBER 27-99 A BY-LAW TO AUTHORIZE THE EXECUTION OF A PRIMARY PUBLIC SAFETY ANSWERING POINT (PPSAP) AGREEMENT WITH THE ONTARIO PROVINCIAL POLICE (O.EP.) WHEREAS the Municipalities of the County of Essex deemed it necessary and proper to provide a 9-1-1 Emergency Telephone Reporting System to the residents of Essex County by authorizing the execution of By-law 3141 on October 19, 1994; AND WHEREAS By-law 3141 authorized the execution of a Joint Powers Agreement as a part of the Essex County 9-1-1 Emergency Telephone Reporting System; AND WHEREAS By-law 3141 permitted the Joint Powers Agreement through Article I to authorize the Corporation of the County of Essex to execute on behalf of the municipalities of Essex County and the Police Services Boards, the Public Emergency Reporting Services (PERS) Agreement and the Bell Neutral Answer Service (BNAS) Agreement with Bell Canada. AND WHEREAS the CorpOration of the County of Essex has entered into Agreements with Bell Canada for that purpose; AND WHEREAS pursuant to these Agreements, it is the obligation of the Corporation of the County of Essex to provide and operate a Central Emergency Reporting Bureau (CERB) for the 9-1-1 Serving Area; AND WHEREAS a Central Emergency Reporting Bureau (CERB) and a Primary Public Safety Answering Point (PPSAP) are to be considered one in the same; AND WHEREAS the Corporation of the County of Essex may contract with a third party for the management and operation of the CERB; AND WHEREAS Article 2 of the Joint Powers Agreement, as a part of By- law 3141, states that, "The Council of the County of Essex, may at its option, on behalf of the Parties, alter the manner in which 9-1-1 services are delivered";
