THE CORPORATION OF THE COUNTY OF ESSEX <br /> <br />BY-LAW NUMBER 27-99 <br /> <br />A BY-LAW TO AUTHORIZE THE EXECUTION OF A PRIMARY PUBLIC <br />SAFETY ANSWERING POINT (PPSAP) AGREEMENT WITH THE <br />ONTARIO PROVINCIAL POLICE (O.EP.) <br /> <br /> WHEREAS the Municipalities of the County of Essex deemed it necessary <br />and proper to provide a 9-1-1 Emergency Telephone Reporting System to the <br />residents of Essex County by authorizing the execution of By-law 3141 on <br />October 19, 1994; <br /> <br /> AND WHEREAS By-law 3141 authorized the execution of a Joint Powers <br />Agreement as a part of the Essex County 9-1-1 Emergency Telephone Reporting <br />System; <br /> <br /> AND WHEREAS By-law 3141 permitted the Joint Powers Agreement <br />through Article I to authorize the Corporation of the County of Essex to execute <br />on behalf of the municipalities of Essex County and the Police Services Boards, <br />the Public Emergency Reporting Services (PERS) Agreement and the Bell <br />Neutral Answer Service (BNAS) Agreement with Bell Canada. <br /> <br /> AND WHEREAS the CorpOration of the County of Essex has entered into <br />Agreements with Bell Canada for that purpose; <br /> <br /> AND WHEREAS pursuant to these Agreements, it is the obligation of the <br />Corporation of the County of Essex to provide and operate a Central Emergency <br />Reporting Bureau (CERB) for the 9-1-1 Serving Area; <br /> <br /> AND WHEREAS a Central Emergency Reporting Bureau (CERB) and a <br />Primary Public Safety Answering Point (PPSAP) are to be considered one in the <br />same; <br /> <br /> AND WHEREAS the Corporation of the County of Essex may contract <br />with a third party for the management and operation of the CERB; <br /> <br /> AND WHEREAS Article 2 of the Joint Powers Agreement, as a part of By- <br />law 3141, states that, "The Council of the County of Essex, may at its option, on <br />behalf of the Parties, alter the manner in which 9-1-1 services are delivered"; <br /> <br /> <br />
