TERMS AND CONDITIONS - SECONDMENT AGREEMENT <br /> <br />EMPLOYEE: <br /> <br />PARENT ORGANIZATION: <br /> <br />SECONDING ORGANIZATION: <br /> <br />POSITION TITLE: <br /> <br />REPORTING RELATIONSHIP: <br /> <br />RESPONSIBILITIES: <br /> <br />DURATION: <br /> <br />John Curran <br /> <br />County of Essex <br /> <br />Housing Operations Division <br />Ministry of Municipal Affairs & Housing <br /> <br />Special Advisor Municipal Relations <br /> <br />Employee reports directly to the Assistant Deputy <br />Minister - Housing Operations <br /> <br />As Special Advisor Municipal Relations the <br />employee's responsibilities will include but not be <br />limited to: <br /> <br />providing advice and guidance on municipal <br />relations related to the reform and transfer of <br />funding and administration responsibilities <br />for social housing to municipalities; <br /> <br />consult with municiplaities, public sector <br />agencies, sector organizations, housing <br />providers, clients and ministry stakeholders, <br />and other ministries and divisions within <br />MMAH to ensure that interests are <br />considered in the development of <br />operational policies and business processes <br />to support the reforn and devolution of <br />administration for social housing; <br /> <br />providing advice and guidance on municipal <br />relations to facilitate a smooth transition of <br />program funding and administration transfer <br />by identifying and implementing strategies <br />to diminish barriers between the province <br />and municipal governments; <br /> <br />work directly with municipal staff, and <br />social housing providers, implementing the <br />devolution of program responsibilities to the <br />municipal level; <br /> <br />enhancing the understanding of social <br />housing providers regarding municipal <br />government process and requirements; <br /> <br />enhancing the understanding of <br />municiplaiities regarding providers' issues <br />and concerns; and, <br /> <br />providing advice to Housing Operations <br />Division's senior management on <br />provincial/municipal relations. <br /> <br />May 1, 1998 to April 30, 1999 <br />(with a possible extension upon agreement by all <br />parties) <br /> <br /> <br />
