THE CORPORATION OF THE COUNTY OF ESSEX BY-LAW NUMBER 3285-97 A BY-LAW TO AUTHORIZE THE EXECUTION OF AN AGREEMENT BETWEEN THE CORPORATION OF THE CITY OF WINDSOR, THE CORPORATION OF THE COUNTY OF ESSEX, AND THE CORPORATIONS OF THE TOWNS OF AMHERSTBURG, BELLE RIVER, ESSEX, HARROW, KINGSVILLE, LASALLE, LEAMINGTON AND TECUMSEH, THE CORPORATION OF THE VILLAGE OF ST. CLAIR BEACH, THE CORPORATIONS OF THE TOWNSHIPS OF ANDERDON, COLCHESTER NORTH, COLCHESTER SOUTH, GOSFIELD NORTH, GOSFIELD SOUTH, MAIDSTONE, MALDEN, MERSEA, ROCHESTER, SANDWICH SOUTH, TILBURY NORTH AND TILBURY WEST. WHEREAS the Corporation of the County of Essex and all of its constituent municipalities deem it necessary and proper to enter into an agreement with the City of Windsor to provide Hazardous Materials Response Services to the County municipalities. AND WHEREAS the municipal corporations are permitted to enter into agreements for such purposes, pursuant to the provisions of the Municipal Act, R.S.O. 1990, Ch. M. 45. AND WHEREAS it is appropriate that an agreement exists between the City, the County, and all of its constituent municipalities in order to maintain a cost-effective and efficient emergency response capability for Hazardous Materials in the County of Essex. NOW THEREFORE the Council of the Corporation of the County of Essex enacts as follows: THAT the Warden and Clerk are hereby authorized to execute an Agreement between the Corporation of the City of Windsor, the Corporation of the County of Essex, and all of the County of Essex Constituent Municipalities, a copy of which is attached hereto, and affix the Corporate Seal thereto. 2. THAT this By-law shall come into force and take effect on the 1st day of January, 1998. FINALLY PASSED THIS 15th day of October ,1997.
