Page 2 Bylaw Number 3229-96 (cont'd) AND WHEREAS it is necessary to apportion a levy required for County general purposes among all local municipalities and a levy required for County Library purposes among the County municipalities participating in the Essex County Library System; NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE COUNTY OF ESSEX enacts as follows: THAT the 1996 residential assessment in the amount of $460,783,933 and commercial/industrial assessments in the amount of $131,609,493 as detailed in Schedule 3 attached hereto and forming part of this bylaw, be adopted for purposes of calculating the millrates for County general purposes and for determining the levy on all County municipalities. THAT the 1996 residential assessment in the amount $416,102,461 and commercial/industrial assessments in the amount of $111,680,049 as detailed in Schedule 4 hereto and forming part of this bylaw, be adopted for calculating the millrates for County library purposes and for determining the levy on the municipalities participating in the Essex County Library System. o THAT the estimated share of payments in lieu of taxes and telephone and telegraph receipts for County general purposes in the amount of $450,460 as set out in Schedule 5 attached hereto and forming part of this bylaw be adopted. o THAT the amount to be raised by millrates for County general purposes in the amount of $12,629,576 as set out in Schedule 6 attached hereto and forming part of this bylaw be adopted. o THAT the amount to be raised by millrates for County Library purposes in the amount of $1,802,879 as set out in Schedule 6 attached hereto and forming part of this bylaw be adopted. o THAT in accordance with the calculations set out in Schedule 7 attached hereto and forming part of this bylaw, the millrates to be applied on the rateable assessment in each local municipality for County general purposes, and the millrates to be applied on the rateable assessment in each of the local municipalities participating in the Essex County Library System for County library purposes, shall be as follows:
