THE CORPORATION OF THE COUNTY OF ESSEX <br /> <br />BY-LAW % 3148-95 <br /> <br />A BY-LAW TO AMEND BY-LAW 92972, BEING A BY-LAW TO <br /> PROVIDE RULES GOVERNING THE ORDER AND <br /> PROCEEDINGS OF THE COUNCIL OF THE <br /> CORPORATION OF THE COUNTY OF ESSEX <br /> <br /> WHEREAS the Council of the Corporation of the County of <br />Essex has adopted a By-law which sets out Rules of Order and <br />Proceedings for Council; <br /> <br /> AND WHEREAS it is necessary from time to time to amend <br />such Rules of Order and Proceedings to reflect the wishes of <br />the Council of the day; <br /> <br /> THEREFORE BE IT RESOLVED that By-law 92972 is hereby <br />amended as contained in the following. <br /> <br />INAUGURAL MEETING OF COUNCIL <br /> <br />The Council shall, in each year of its term, at its <br />first meeting at which a majority of all the members <br />are present, elect one of the members of Council to be <br />Warden. <br /> <br />The election of the Warden shall be conducted by the <br />Clerk or, in his absence, a member of Council elected <br />by its members to preside (hereinafter referred to as <br />the "Chairperson"). The person so elected may vote as <br />a member. <br /> <br />The election shall proceed in the following manner: <br /> <br />1) <br /> <br />The Chairperson will request from Council the <br />authority for, or directions for, the appointment <br />of scrutineers <br /> <br />2) <br /> <br />Nominations for Warden shall <br />distributed by the scrutineers. <br /> <br />be by ballot <br /> <br />3) <br /> <br />Upon completion of nominations, the scrutineers <br />shall provide the Chairperson with a list of <br />candidates nominated, such names being presented <br />in alphabetical order, and the Chairperson shall <br />determine the intent of each candidate to stand <br />for election. <br /> <br />4) <br /> <br />The election of Warden shall proceed by secret <br />ballot under the authority of the Chairperson and <br />all ballots shall be counted by the scrutineers. <br /> <br /> <br />
