BY-LAW NUMBER 3153 A BY-LAW OF THE COUNTY OF ESSEX FOR THE PURPOSE OF APPOINTING AN ESSEX COUNTY LIBRARY BOARD FOR THE YEARS AS LISTED THEREIN. WHEREAS under The Public Libraries Act, 1990, Chapter 57, Section 7, The Corporation of the County of Essex has established a County Library Service; AND WHEREAS under Section 9, Subsection (5) a county library board shall be composed of at least seven and no more than fifteen members appointed by the county council; AND WHEREAS under Section 10, Subsections (1)(a), (b), (c) (iii) and (d) a person is qualified to be appointed as a member of a library board who is a member of the appointing council or a person who is at least eighteen years old and is a Canadian citizen and is a resident of the county and is not employed by the board or by the municipality or county; AND WHEREAS under Section 10, Subsection (2)(b) the appointing council shall not appoint more of its own members to a board than the number that is a bare majority of the board; AND WHEREAS under Section 10, Subsection (3) a board member shall hold office for a term concurrent with the term of the appointing council, or until a successor is appointed and may be appointed for one or more further terms. BE IT THEREFORE ENACTED and it is hereby enacted by the Municipal Council of the Corporation of the County of Essex as follows: 1. THAT William Varga be appointed and is hereby appointed a member of the E~sex County Library Board for a period of three years/ commencing as of December 14, 1994. . 2. THAT Paul Innes be appointed and is hereby appointed a member of the Essex County Library Board for a period of three years, commencing December 14, 1994. 3. THAT Henry DeYong be appointed and is hereby appointed a member of the Essex County Library Board for a period of three years, commencing December 14, 1994.
