BY-LAW NUMBER 3153 <br /> <br />A BY-LAW OF THE COUNTY OF ESSEX FOR THE PURPOSE OF <br />APPOINTING AN ESSEX COUNTY LIBRARY BOARD FOR THE <br />YEARS AS LISTED THEREIN. <br /> <br /> WHEREAS under The Public Libraries Act, 1990, Chapter 57, Section 7, The <br />Corporation of the County of Essex has established a County Library Service; <br /> <br /> AND WHEREAS under Section 9, Subsection (5) a county library board <br />shall be composed of at least seven and no more than fifteen members appointed <br />by the county council; <br /> <br /> AND WHEREAS under Section 10, Subsections (1)(a), (b), (c) (iii) and (d) <br />a person is qualified to be appointed as a member of a library board who is a <br />member of the appointing council or a person who is at least eighteen years old <br />and is a Canadian citizen and is a resident of the county and is not employed by <br />the board or by the municipality or county; <br /> <br /> AND WHEREAS under Section 10, Subsection (2)(b) the appointing council <br />shall not appoint more of its own members to a board than the number that is a <br />bare majority of the board; <br /> <br /> AND WHEREAS under Section 10, Subsection (3) a board member shall <br />hold office for a term concurrent with the term of the appointing council, or until <br />a successor is appointed and may be appointed for one or more further terms. <br /> <br /> BE IT THEREFORE ENACTED and it is hereby enacted by the Municipal <br />Council of the Corporation of the County of Essex as follows: <br /> <br /> 1. THAT William Varga be appointed and is hereby appointed a <br />member of the E~sex County Library Board for a period of three years/ <br />commencing as of December 14, 1994. . <br /> <br /> 2. THAT Paul Innes be appointed and is hereby appointed a <br />member of the Essex County Library Board for a period of three years, <br />commencing December 14, 1994. <br /> <br /> 3. THAT Henry DeYong be appointed and is hereby appointed a <br />member of the Essex County Library Board for a period of three years, <br />commencing December 14, 1994. <br /> <br /> <br />
