THE CORPORATION OF THE COUNTY OF ESSEX BY-LAW % 2871 A BY-LAW TO AMEND BY-LAW 9 2761, BEING A BY-LAW TO PROVIDE RULES GOVERNING THE ORDER AND PROCEEDINGS OF THE COUNCIL OF THE CORPORATION OF THE COUNTY OF ESSEX WHEREAS the Council of the Corporation of the County of Essex has adopted a By-law which sets out Rules of Order and Proceedings for Council; AND WHEREAS it is necessary from time to time to amend such Rules of Order and Proceedings to reflect the wishes of the Council of the day; THEREFORE BE IT RESOLVED that By-law % 2761 is hereby amended as contained in the following. INAUGURAL MEETING OF COUNCIL 1. The Council shall, in each year of its term, at its first meeting at which a majority of all the members are present, elect one of the members of Council to be Warden. The election of the Warden shall be conducted by the Clerk or, in his absence, a member of Council elected by its members to preside (hereinafter referred to as the "Chairperson"). The person so elected may vote as a member. The election shall proceed in the following manner: 1) The Chairperson will request from Council the authority for, or directions for, the appointment of scrutineers. 2) Nominations for Warden shall be by ballot distributed by the scrutineers. 3) Upon completion of nominations, the scrutineers shall provide the Chairperson with a list of candidates nominated, such names being presented in alphabetical order, and the Chairperson shall determine the intent of each candidate to stand for election. 4) The election of Warden shall proceed by secret ballot under the authority of the Chairperson and all ballots shall be counted by the scrutineers.
