THE CORPORATION OF THE COUNTY OF ESSEX <br /> <br />BY-LAW % 2871 <br /> <br />A BY-LAW TO AMEND BY-LAW 9 2761, BEING A BY-LAW TO PROVIDE <br /> RULES GOVERNING THE ORDER AND PROCEEDINGS OF THE COUNCIL <br /> OF THE CORPORATION OF THE COUNTY OF ESSEX <br /> <br /> WHEREAS the Council of the Corporation of the <br />County of Essex has adopted a By-law which sets out Rules of <br />Order and Proceedings for Council; <br /> <br /> AND WHEREAS it is necessary from time to time to <br />amend such Rules of Order and Proceedings to reflect the <br />wishes of the Council of the day; <br /> <br /> THEREFORE BE IT RESOLVED that By-law % 2761 is <br />hereby amended as contained in the following. <br /> <br />INAUGURAL MEETING OF COUNCIL <br /> <br />1. The Council shall, in each year of its term, at its <br />first meeting at which a majority of all the members are <br />present, elect one of the members of Council to be Warden. <br /> <br /> The election of the Warden shall be conducted by <br />the Clerk or, in his absence, a member of Council elected by <br />its members to preside (hereinafter referred to as the <br />"Chairperson"). The person so elected may vote as a member. <br /> <br />The election shall proceed in the following <br /> <br />manner: <br /> <br />1) <br /> <br />The Chairperson will request from Council the <br />authority for, or directions for, the appointment of <br />scrutineers. <br /> <br />2) Nominations for Warden shall be by ballot distributed <br /> by the scrutineers. <br /> <br />3) <br /> <br />Upon completion of nominations, the scrutineers shall <br />provide the Chairperson with a list of candidates <br />nominated, such names being presented in alphabetical <br />order, and the Chairperson shall determine the intent <br />of each candidate to stand for election. <br /> <br />4) <br /> <br />The election of Warden shall proceed by secret ballot <br />under the authority of the Chairperson and all ballots <br />shall be counted by the scrutineers. <br /> <br /> <br />
