CORPORATION OF March 31, 1988 ,P,, 1 ig 8 Mr. John Curran, Administrator County of Essex 360 Fairview Avenue West Essex, Ontario N8M 1Y6 Dear Sir: Re: Zoning Amendment Landfill Site No. 2 The Board of Management of Essex County Sanitary Landfill Site No. 2 for some time now has discussed trading off a portion of the property currently licensed for landfilling for a portion of the former Kennette property, purchased in 1985. The reasoning is explained in the attached Minutes of a Public Meeting held January 22, 1987. The Board will, some time later this year, make applications for approval under the Environmental Protection Act, and exemption from the Environmental Assessment Act for this land swap. The first step in the process is to have the zoning of the land changed through the Township of Gosfield South. The Board has authorized that the attached Application for Amendment be submitted to the Township, however we require written authorization of the County giving their consent, as owners of the property. We remind yourself and County Council that under the Operating Agree- ment signed by all six parties, under date of December 30, 1969 in para- graph 3, that the Township of Gosfield South is required to amend such of its by-laws as may be necessary to permit the operation of the system. Also, the lease agreement signed January 1, 1970, in paragraph 4 states that "Gosfield South shall permit the operation of the said waste disposal site and shall amend its by-laws in that regard". We do, however, wish to follow standard planning practises and submit the formal application for amendment. The Board of course will pay all fees associated with the application.
