THE CORPORATION OF THE COUNTY OF ESSEX <br /> <br />BY-LAW NUMBER 2400 <br /> <br />A BY-LAW TO APPOINT AN ADMINISTRATOR OF THE <br />COUNTY OF ESSEX AND TO DEFINE HIS DUTIES <br /> <br /> WHEREAS Section 214 of The Municipal Act, R. S. O. 1970 and <br />amendments to provide for a Chief Administrative Officer; <br /> <br /> AND WHEREAS The Municipal Act provides that a County may pass by-laws <br />for appointing such officers and servants as may be necessary for the purposes of <br />the Corporation, or for carrying into effect the provisions of any Act of the <br />Legislature or By-law of the Council, and for fixing the remuneration and <br />prescribing the duties thereof, and the security to be given for the performance <br />of them; <br /> <br /> AND WHEREAS the Council of the County of Essex deems it desirable to <br />appoint a County Administrator, and to prescribe his duties; <br /> <br /> NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE COUNTY OF ESSEX <br />ENACTS AS FOLLOWS: <br /> <br />1. THAT Rene A. Van den Brande be and he is hereby appointed <br />Administrator of the County of Essex, and he is hereinafter referred to as the <br />"Administrator". <br /> <br />2. THAT the duties and responsibilities in respect of the position of <br />County Administrator shall be as follows: <br /> <br /> a) The Administrator shall be the Chief Administrative Officer of the <br />County of Essex, responsible only to the Council thereof, and shall exercise a <br />general supervision over all departments. <br /> <br /> b) To interpret and follow through all decisions from County Council <br />for the purpose of assuring that the policies determined by Council are properly <br />implemented. <br /> <br /> c) To administer the business affairs of the County in accordance <br />with the policies and plans approved and established by County Council. <br /> <br /> d) To co-ordinate and direct the preparation of plans and programs to <br />be submitted to County Council for the development and approvement of County <br />services, property and facilities. <br /> <br /> e) To co-ordinate, direct, and broadly supervise the implementation <br />of all programs approved by County Council. <br /> <br /> f) To compile, consider and present to County Council, <br />recommendations arising from departmental operations which require County <br />Council's approval, and to propose legislation or resolutions arising from such <br />recom~endations. <br /> <br /> g) To direct the preparation and compilation of and to present to <br />County Council the annual estimates of revenues and expenditures. <br /> <br /> h) To exercise general financial control over all departments of the <br />County of Essex in terms of approved appropriations. <br /> <br /> <br />
