RULES OF ORDER OF THE COUNCIL OF THE CORPORATION OF THE COUNTY OF ESSEX BY -LAW NUMBER 2310 A BY -LAW TO PROVIDE RULES GOVERNING THE ORDER AND PROCEEDINGS OF THE COUNCIL OF THE COUNTY OF ESSEX, THE CONDUCT OF ITS MEMBERS, AND CALLING OF MEETINGS. WHEREAS, the Council of the Corporation of the County of Essex has adopted a Council - Administrator system of government; AND WHEREAS, it is necessary and expedient that there should be rules governing the Order and Procedure of the Council and its committees; AND WHEREAS, it is advisable to set out certain standing policies to more efficiently transact the business of County Council; THEREFORE BE IT ENACTED by the Municipal Council of the Corporation of the County of Essex and it is hereby enacted as follows: MEETINGS OF COUNCIL 1. The inaugural meeting of Council in each year shall be held on the 2nd Tuesday of December at the hour of 8:00 p.m. o'clock. 2. Meetings of Council shall be held at the Council Chambers in the Essex County Civic & Education Centre, Essex, Ontario unless otherwise decided upon by two- thirds vote of Council. 3. Regular meetings of Council will be held on the third Wednesday of each month unless otherwise decided upon by two - thirds vote of Council. Special meetings of Council in each quarter may be called by the Warden if deemed necessary. 4. Regular meetings of Council will commence at the hour of 7:00 p.m. o'clock and will adjourn at 11:00 p.m. o'clock. Should Council deem it necessary to meet beyond the hour of curfew than a resolution to proceed with the business of the agenda is in order. A vote of two - thirds of the members present is necessary. 5. In the absence of the Warden or the Presiding Officer, so appointed, or if his office is vacant, a special meeting may be summoned by the Clerk upon a requisition, in writing, signed by a majority of the members of the Council, being received in his office stating the date, time and place of the requested meeting OPENING PROCEEDINGS 6. As soon after the hour of meeting as there shall be a quorum present, the Warden shall take the chair and call the members to order.
