_ 4 <br />BY -LAW NUMBER 2079 <br />A BY -LAW TO AUTHORIZE THE CONSTRUCTION OF AN ADMINISTRA- <br />TION OFFICE BUILDING FOR THE CORPORATION OF THE COUNTY <br />OF ESSEX. <br />WHEREAS the present Administrative Office Building for the <br />County of Essex, due to its present condition is no longer sufficient for <br />the purpose of the Corporation of the County of Essex, <br />AND WHEREAS it is deemed expedient to construct a new Administra- <br />tive Office Building to serve the purposes of the Corporation of the County <br />of Essex, <br />NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE COUNTY OF <br />ESSEX ENACTS AS FOLLOWS: <br />1. That an Administrative Office Building for the Corporation of <br />the County of Essex shall be constructed on Part of Farm Lot <br />281, South Talbot Road Concession, in the Town of Essex, in the <br />County of Essex. <br />2. That J. P. Thomson and Associates of the City of Windsor, in <br />the County of Essex, Architects, shall forthwith make such plans, <br />profiles and specifications, and furnish such information as <br />may be necessary in the making of a contract for the execution <br />of the work. <br />3. That the work shall be carried on and executed under the <br />superintendence and according to directions and orders of such <br />architects. <br />4. That the Warden and the Clerk are authorized to cause a contract <br />for the construction of the work to be made and entered into with <br />some person or persons, firm or corporation, subject to the <br />approval of this Council to be declared by resolution and subject <br />to the approval of the Ontario Municipal Board. <br />5. That the Treasurer may, subject to the approval of the Council, <br />agree with any Bank or Person for temporary advaces of money <br />to meet the cost of the work pending the completion of it. <br />6. That the debentures to be issued for the loan to be effected <br />to pay for the cost of the work when completed, shall bear <br />interest at such rate as council may determine and be made pay- <br />able within twenty (20) years on the instalment plan. <br />7. That the cost of the said work, including debenture charges <br />and cost of maintenance and management, shall be a charge on <br />all the rateable property in the County; and there shall be <br />levied and raised in each year in which an instalment of principal <br />of the said debt and interest becomes due, by a special rate <br />on all the rateable property in the County a sum sufficient to <br />pay the said instalment when and as it becomes due, but no <br />greater rate shall be levied in any year for such purpose than is <br />required to pay the instalment after taking into account <br />receipts from any source in respect of the said work. <br />This By -law shall come into force and take effect upon the final <br />passing thereof. <br />Read this 25th day of July 1973, the first and second time. <br />Read this 17/ day of ' 1973, the third and final time. <br />1st Reading - July 25, 1973 <br />2nd Reading 5, 1973 <br />3rd Reading - A A /'f 1 y?7 <br />
