_ 4 BY -LAW NUMBER 2079 A BY -LAW TO AUTHORIZE THE CONSTRUCTION OF AN ADMINISTRA- TION OFFICE BUILDING FOR THE CORPORATION OF THE COUNTY OF ESSEX. WHEREAS the present Administrative Office Building for the County of Essex, due to its present condition is no longer sufficient for the purpose of the Corporation of the County of Essex, AND WHEREAS it is deemed expedient to construct a new Administra- tive Office Building to serve the purposes of the Corporation of the County of Essex, NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE COUNTY OF ESSEX ENACTS AS FOLLOWS: 1. That an Administrative Office Building for the Corporation of the County of Essex shall be constructed on Part of Farm Lot 281, South Talbot Road Concession, in the Town of Essex, in the County of Essex. 2. That J. P. Thomson and Associates of the City of Windsor, in the County of Essex, Architects, shall forthwith make such plans, profiles and specifications, and furnish such information as may be necessary in the making of a contract for the execution of the work. 3. That the work shall be carried on and executed under the superintendence and according to directions and orders of such architects. 4. That the Warden and the Clerk are authorized to cause a contract for the construction of the work to be made and entered into with some person or persons, firm or corporation, subject to the approval of this Council to be declared by resolution and subject to the approval of the Ontario Municipal Board. 5. That the Treasurer may, subject to the approval of the Council, agree with any Bank or Person for temporary advaces of money to meet the cost of the work pending the completion of it. 6. That the debentures to be issued for the loan to be effected to pay for the cost of the work when completed, shall bear interest at such rate as council may determine and be made pay- able within twenty (20) years on the instalment plan. 7. That the cost of the said work, including debenture charges and cost of maintenance and management, shall be a charge on all the rateable property in the County; and there shall be levied and raised in each year in which an instalment of principal of the said debt and interest becomes due, by a special rate on all the rateable property in the County a sum sufficient to pay the said instalment when and as it becomes due, but no greater rate shall be levied in any year for such purpose than is required to pay the instalment after taking into account receipts from any source in respect of the said work. This By -law shall come into force and take effect upon the final passing thereof. Read this 25th day of July 1973, the first and second time.
