� .-2.- <br />DUTIES OF PRESIDING OFFICER <br />9. The Warden or Presiding Officer shall preserve order and <br />decorum and decide questions of order, subject to an appeal of the Council, <br />and in the absence of the Warden, the Presiding Officer shall have the <br />same authority while presiding at the meeting as the Warden would have had, <br />if present. <br />10. The Warden or Presiding Officer (except where he is <br />disqualified to vote by reason of interest or otherwise) may vote, and on <br />division shall vote, with the other members on all questions; and any <br />question on which there is an equality of votes shall be deemed to be negative <br />when the Warden or Presiding Officer is called upon to decide a point of <br />order or practice, the point shall be stated without unnecessary comment, and <br />he shall cite the rule or authority applicable to the case. The Warden may <br />delegate this authority to the Clerk. <br />11. If the Warden or Presiding Officer desires to leave the <br />chair for the purpose of taking part in the debate or otherwise, he shall <br />call on another member of the Council to fill his place until he resumes <br />the chair. <br />12. The following shall be the general order of business to be <br />transacted by County Council at regular meetings: <br />(1) Prayer <br />(2) Roll Call <br />(3) Adoption of Minutes <br />(4) Warden's Welcome & Remarks <br />(5) Communications: <br />(a) Correspondence <br />(b) Resolutions from other municipalities <br />(c) Other <br />(6) Petitions & Delegations <br />(7) Reports from Boards <br />(8) Recess to allow Road Committee Meeting <br />(9) Reports of Committees <br />(10) Reports from Department Heads <br />(11) Report from County Administrator <br />(12) Unfinished Business <br />(13) New Business <br />(14) By -laws <br />(15) Notices of Motion <br />(16) Adjournment <br />COUNCIL PROCEDURE <br />13. Council Session will commence with a Prayer; and finish <br />with the singing of O'Canada. <br />(1) PRAYER <br />(2) ROLL CALL <br />The Warden will request the Clerk to read out the Roll Call. <br />A motion is in order to pay any members absent due to illness or municipal <br />business. <br />(3) MINUTES <br />Immediately after the Warden or the Presiding Officer <br />shall have taken his seat, the minutes of the preceding meeting shall be <br />submitted to the Council in order that any errors therein may be corrected <br />by the council, and when adopted such minutes shall be signed by the Warden <br />or Presiding Officer. <br />(4) WARDENS WELCOME & REMARKS <br />(5) COMMUNICATIONS <br />
