BY —LAW NUMBER 1993 A BY —LAW TO AUTHORIZE THE CONSTRUCTION OF DAY CARE CENTRES IN THE COUNTY OF ESSEX. WHEREAS the Day Care facilities space in this location is no longer sufficient for the purpose of the Corporation of the County of Essex; AND WHEREAS it is deemed expedient to construct Day Care Centres to serve the purposes of the Corporation of the County of Essex; NOW THEREFORE the Council of the Corporation of the County of Essex enacts as follows: 1. That the Day Care Centres shall be constructed on the respective sites as approved by the County Council and the Social & Family Services Department, in the County of Essex. 2. That Patrick Maguire Associates Ltd. of the City of Windsor in the County of Essex, Engineer — Architects, shall forthwith make such plans, profiles, and specifica— tions and furnish such information as may be necessary in the making of a contract for the execution of the said work, connected with the construction of the said Day Care Centres in the County of Essex. 3. That the work shall be carried on and executed under the superintendence and according to the directions and orders of such Engineer — Architects, within the terms of the Engineer— Architects Agreement dated November 22, 1971. 4. That the Warden and the Clerk are authorized to cause a Contract for the construction of the work to be made and entered into with some person or persons, firm or corp— oration, subject to the approval of this Council to be declared by resolution and the Minister of the Department of Social & Family Services. 5. That the Treasurer may, subject to the approval of the Council, agree with any Bank or person for temporary advances of money to meet the cost of the work pending the receiving of the monies from the Department of Social & Family Services as per the schedule of the payment of financial assistance to the respective municipalities, as agreed upon, on the approval of the construction of the said Day Care Centres in the said municipalities by the Department. 6. That the monies required for the loan to be effected to pay for the cost of the work when completed shall bear interest at the prevailing rate of interest as being char by the Banks at the time of borrowing and be made payable when the said monies are received from the Department of Social & Family Services, as the work progresses and upon the final completion of the said work.
