_ 0. <br />BY —LAW NUMBER 1957 <br />A BY —LAW TO AUTHORIZE THE CONSTRUCTION OF AN ADDITION <br />TO THE SUN PARLOR HOME FOR SENIOR CITIZENS. <br />WHEREAS the present Home for Senior Citizens, due to <br />inadequacy of space is no longer sufficient for the purpose of the Corpora— <br />tion of the County of Essex. <br />AND WHEREAS it is deemed expedient to construct an addi— <br />tion thereto to serve the purposes of the Corporation of the County of Essex. <br />NOW THEREFORE the Council of the Corporation of the <br />County of Essex enacts as follows: <br />1. That an addition to the said Home for Senior Citizens <br />shall be constructed adjacent to the existing Home for Senior Citizens on <br />part of Lot 243, on the North Talbot Road Concession, in the Township of <br />Mersea, in the County of Essex. <br />2. That J. P. Thomson and Associates of the City of <br />Windsor in the County of Essex, Architects, shall forthwith make such plans, <br />profiles and specifications and furnish such information as may be necessary <br />in the making of a contract for the execution of the work. <br />3. That the work shall be carried on and executed under <br />the superintendence and according to directions and orders of such architects. <br />4. That the Warden and the Clerk are authorized to cause` <br />a contract for the construction of the work to be made and entered into with <br />some person or persons, firm or corporation, subject to the approval of this <br />council to be declared by resolution and subject to the approval of the Ontario <br />Municipal Board and the Minister of Public Welfare. <br />5. That the Treasurer may, subject to the approval of <br />the Council, agree with any bank or person for temporary advances of money <br />to meet the cost of the work pending the completion of it. <br />6. That the debentures to be issued for the loan to be <br />effected to pay for the cost of the work when completed shall bear interest <br />at such rate as council may determine and be made payable within ten (10) <br />years on the instalment plan. <br />7. That the cost of the said work, including debenture <br />charges and cost of maintenance and management, shall be a charge on all <br />of the rateable property in the County and there shall be levied and raised <br />in each year in which an instalment of principal of the said debt and interest <br />becomes due, by a special rate on all the rateable property in the County a <br />sum sufficient to pay the said instalment when and.as it becomes due, but <br />no greater rate shall be levied in any year for such purpose than is required <br />to pay the instalment after taking into account receipts from any source in <br />respect of the said work. <br />This By —law shall come into force and take effect upon <br />the final passing thereof. <br />Read this 4�0__ day of , 1971 the first and se <br />time.
