BY-LAW NUMBER 1624 <br /> <br />A BY-LAW TO APPOINT A MUNICIPAL WELFARE ADMINISTRATOR <br />FOR THE COUNTY OF ESSEX PURSUANT TO THE PROVISIONS OF <br />THE GENERAL WELFARE ASSISTANCE ACT. <br /> <br /> WHEREAS, the Corporation of the County of Essex did pass a <br />By-law in accordance with Section 5, Subsection 3, of The Welfare Assis- <br />tance Act, Chapter 164~ R.S.O. 1960~ and amendments thereto~ on December 15~ <br />1965; <br /> <br /> AND WHEREAS a majority of the Municipalities in the County of <br />Essex have approved the appointment of a County Welfare Administrator; <br /> <br /> AND WHEREAS by the Municipal Act~ Chapter 249~ R.S.O. 1960~ <br />Section 377~ Subsection 58~ the Councils of all Municipalities may <br />appoint such officers and servants as may be necessary for the purpose <br />of carrying into effect the provisions of any Act of the Legislature; <br /> <br /> AND WHEREAS the Council of the Corporation of the County of <br />Essex deems it advisable to appoint a full-time Municipal Welfare <br />Administrator pursuant to the provisions of the said Acts; <br /> <br /> AND WHEREAS the Minister of Public Welfare has approved the <br />passing of this by-law; <br /> <br /> THEREFORE the Council of the Corporation of the County of <br />Essex enacts as follows: <br /> <br /> (1) That Mr. Murray Smith~ of the City of Windsor is hereby <br />appointed the County Welfare Administrator for the County of Essex~ to <br />administer assistance in all local Municipalities comprising the said <br />County in accordance with the provisions of The General Welfare Assis- <br />tance Act~ 1960~ and amendments thereto~ as of February 14~ 1966. <br /> <br /> (2) THAT the said Administrator in addition to his duties under <br />the said Act shall be responsbile to the County Clerk and shall perform <br />such duties as may be assigned to him by the Social Services Committee <br />of Council which Committee shall be subject to the jurisdiction of the <br />Council of the County of Essex in respect of the following statutes~ <br />namely: <br /> The Public Hospitals Act; The Child Welfare Act; the Children, s <br />Boarding Homes Act; The Children's Maintenance Act; The Day Nurseries <br />Act; The Deserted Wives~ and Children's Maintenance Act; The Elderly <br />Persons Housing Act; The Homemakers and Nurses Services Act; The Parents~ <br />Maintenance Act; The Homes for the Aged Act; The Juvenile and Family <br />Courts Act; The Rehabilitation Services Act; The Training Schools Act; <br />The IndUstrial Schools Act; Emergency and Civil Defence as provided by <br />section 378 of the Municipal Act. <br /> <br /> (3) That the said appointment shall be subject to a six (6) <br />months probationery period and the approval of the Minister of Public <br />Welfare. <br /> <br /> (4) That the said County Welfare Administrator shall be paid <br />a salary of Seventy-two Hundred and Five Dollars (7~205.00) per Annum~ <br />payable bi-weekly~ and a car allowance of Ten Cents (.10~) per mile for <br />every mile necessarily travelled in the performance of his duties of <br />the said office. <br /> <br /> (5) That this by-law shall come into force and take effect <br />upon the final passing thereof. <br /> <br /> Read the necessa~y times and finally passed this /~ day of <br />February~ 1966. <br /> <br />1st reading - February/.~L ~ 1966 <br />2nd reading - February/~ , 1966 <br />3rd reading - February/.~ ~ 1966 ~ <br /> <br /> /// ~ ~rden ~ <br /> <br /> <br />
